RESOLUTION

ON RESTRICTING THE INFLUENCE OF TERRORIST RUSSIA

The Seimas of the Republic of Lithuania,

referring to the provisions of Resolution No XIV-930 of the Seimas of the Republic of Lithuania of 24 February 2022 on the Aggression of Russia and Belarus against Ukraine and Resolution No XIV-1010 of the Seimas of the Republic of Lithuania of 12 April 2022 on Condemning the Russian Federation’s Aggression and War Crimes in Ukraine,

acting pursuant to Resolution No XIV‑1070 of the Seimas of the Republic of Lithuania of 10 May 2022 on the Recognition of the Actions of the Russian Federation in Ukraine as Genocide and the Establishment of a Special International Criminal Tribunal to Investigate the Crime of Russian Aggression, in which the Seimas stated, inter alia, that the Russian Federation, whose military forces deliberately and systematically target civilian objects for bombing, is a state sponsor and perpetrator of terrorism,

welcoming the European Parliament resolution of 23 November 2022 on recognizing the Russian Federation as a state sponsor of terrorism,

being convinced that the unlawful and unprovoked war launched by the Russian Federation against the people of Ukraine represents a threat not only to the security of European countries, including Lithuania, but also to the peace and human well-being around the world, therefore, it is necessary for all democratic states to unite not only in providing assistance to Ukraine in its struggle against the aggressor but also in pursuing a common policy of deterrence and restriction of influence by imposing effective sanctions against the Russian Federation, including its natural and legal persons, and isolating Russia from democracies in all possible ways,

emphasizing the necessity to limit relations with the Russian Federation and all states sponsors or perpetrators of terrorism to the absolute minimum necessary and to define them in legal terms not only at national or EU level, but also at international level,

stating that it is necessary to raise the issue of political and legal measures to be taken and a mechanism of their implementation to be developed in order to establish the relationship of state institutions, economic entities, natural and legal persons of the Member States of the European Union, including the Republic of Lithuania, not only with the Russian Federation as a state sponsor and perpetrator of terrorism, but also with other states recognized as sponsors and/or perpetrators of terrorism (including quasi-states),

seeking to ensure the national security and resilience to future threats of the European Union as well as Lithuania,

invites the European Union and its Member States to jointly:

1) develop and expand an EU legal framework for the designation of states as sponsors of terrorism and states which use means of terrorism, which would trigger a number of significant restrictive measures against those countries and would have profound restrictive implications for EU relations with those countries, including activities of economic entities, the possibility to acquire real estate in the EU, etc.;

2) add the Russian Federation to such a list of states sponsors of terrorism;

3) ensure the implementation of the European Union’s sanctions policy by preventing any circumvention of sanctions, examining such breaches of sanctions and holding perpetrators to account; consider appointing a permanent European Commissioner responsible for overseeing the preparation and enforcement of sanctions; and urge the EU candidate countries and potential candidates to align their policies with the EU’s common sanctions policy by asking the European Commission and the EU Member States to consider possible measures against countries that try to help the Russian Federation to circumvent the sanctions imposed;

4) complete the legal regime allowing for the confiscation of the Russian Federation’s frozen assets by the EU and establish an international compensation mechanism for the damage caused by Russia’s aggression as a means to compensate Ukraine for the damage caused by the war;

appeals to its allies, namely, EU Member States and NATO member countries, to maximize their efforts in initiating a comprehensive international isolation of the Russian Federation, including with regard to its membership of international organizations and bodies (United Nations, etc.), closing and banning Russian state-affiliated institutions that may be exploited for the spread of disinformation and propaganda or similar purposes in the Member States, and restricting Russia’s influence in other areas, including the economy, finance, science, culture, sport, tourism, social media, etc.;

proposes that the Government of the Republic of Lithuania:

1) raises at international level the issues of the designation of the Russian Federation as a state sponsor and perpetrator of terrorism, raises the issues of its responsibility for war crimes, crimes against humanity or genocide in Ukraine and the establishment of a Special International Criminal Tribunal to investigate Russia’s crime of aggression and resolves these issues both at EU and democratic world levels;

2) seeks at EU level the inclusion on EU sanction lists of political parties which are responsible for the actions of the terrorist state and which support Russia’s war against Ukraine, i.e. the United Russia party, the Communist Party of the Russian Federation, the Liberal Democratic Party of Russia, the A Just Russia — For Truth party, as well as all the members of those parties;

3) submits to the Seimas amendments of legal acts strengthening the legal responsibility for breaches of international sanctions and attempts to circumvent them, so as to ensure that national penalties for breaching the EU sanctions are effective, proportionate and dissuasive;

4) obliges authorities involved in the control of strategic goods to establish an effective national control mechanism and measures to ensure the export and transit controls of not only dual-use items, but also of potentially dual-use items or sensitive technologies that could be used for military purposes.
