ON THE APPROVAL OF ROAD TRAFFIC RULES

 

 

The Government of the Republic of Lithuania r e s o l v e s :

1. To approve Road Traffic Rules (appended).

2. To establish that Road Traffic Rules approved by this Resolution come into force from 1 May 1994.

3. The Ministry of the Interior and cities’ and regional municipalities must arrange for the introduction of the population to Road Traffic Rules through mass media.

4. To instruct the Ministry of the Interior to lay down the procedure pursuant to which knowledge of Road Traffic Rules by the drivers who have violated them would be checked.

Road Traffic Rules

1. Main terms

 

1.1.      “Road-user” shall mean any person participating in road traffic as a driver of the vehicle, pedestrian, passenger, cattle driver.

1.2.      “Driver” shall mean any person driving a vehicle, herding or saddling animals on a road.

1.3.      “Pedestrian” shall mean any person present on the road not in a vehicle, also moving in a non-power-driven invalid carriage, pushing a cycle, moped, motor cycle, pushing (pulling) a sledge, child’s or other carriage. A person working on a road to whom the road is his work place shall not be treated as a pedestrian.

1.4.      “Vehicle” shall mean a device used for carrying persons and/or goods.

1.5.      “Motor vehicle” shall mean any vehicle equipped with engine (excluding rail-borne vehicles and mopeds). This term shall apply to tractors and self-propelled vehicles.

1.6.      “Motor cycle” shall mean any two-wheeled vehicle, with or without sidecar. Motor cycles shall be treated to be three-wheeled motor vehicles whose unladen mass does not exceed 400 kg.   

1.7.      “Moped” shall mean any two-wheeled or three-wheeled vehicle which is fitted with an engine having a cylinder capacity not exceeding 50 cc and a maximum design speed not exceeding 50 km per hour. 

1.8.      “Cycle” shall mean any vehicle which has at least two wheels (with the exception of an invalid chair) propelled by the muscular energy of the persons on that vehicle.

1.9.      “Trailer” shall mean any vehicle designed to be drawn by a motor vehicle. Semi-trailers shall also be treated as trailers.

1.10.    “Semi-trailer” shall mean any trailer coupled to a motor vehicle where the substantial part of its mass and of the mass of its load is borne by the motor vehicle.

1.11.    “Passenger means of transport” shall mean buses, trolley buses and taxicabs proceeding in a prescribed route.

1.12.    “Public transport service vehicles” shall mean vehicles, which belong to establishments located in signposted areas, persons residing or working in those areas, or which carry the loads to the premises located in such areas, as well as taxis taking passengers into the said area.

1.13.    “Total mass” shall mean the maximum mass of the full combination of the vehicle, including the load, passengers and driver, which is declared permissible by the manufacturers or competent state authorities. The total mass of the combination of vehicles shall be treated as the amount of total masses of the vehicles included in the combination.

1.14.    “Road” shall mean the entire surface of the way, including the carriageway, pavements, roadsides, pedestrian or cycle tracks, dividing lanes.

This term shall also embrace squares, viaducts, bridges and other road constructions.

1.15.    “Priority road” shall mean a road signed as “Priority road”, “Intersection with a minor road”, “Minor road on the right (left)”, “Motorway with respect to the crossroad or juncture road; the road with respect to another road signed “Intersection with the priority road”, “Driving without stopping prohibited”; road with the pavement (concrete, asphalt concrete, road metal, gravel, cobble-stone etc) with respect to the road without the pavement.

The section of the road with the pavement on the minor road right before the intersection shall not render it equal to the crossroad. There is no priority road on the regulated intersections.

1.16.    “Carriageway” shall mean a section of the road used for the vehicles. The road may have several carriageways separated from one another by dividing strips or positioned on the different level.

1.17.    “Juncture of carriageways” shall mean the space limited by imaginary lines (upon prolonging outer edges of intersecting carriageways).

1.18.    “Dividing lane” shall mean the element of the road dividing adjacent carriageways and not allotted to moving or standing vehicles.

1.19.    “Traffic lane” shall mean a longitudinal strip, whether or not defined by longitudinal markings, signs, which is wide enough for one moving line of vehicles.

1.20.    “Intersection” shall mean one level crossroad or junction.

The places from which vehicles drive on to the road from adjacent territories (yards, farmsteads, parking lots, filling stations, enterprises and other objects) shall not be treated as intersections. The territory adjacent to the road shall be a yard, farmstead, parking lot, filling station, enterprise and other objects within the range of the driver’s visibility. The intersection shall be regulated if traffic on it is regulated by traffic lights or the official directing traffic.

1.21.    “Pavement” shall mean part of the road allotted to pedestrian traffic running along the carriageway or separated from it by a lawn.

1.22.    “Footpath” shall mean part of the road allocated to pedestrian traffic or a path with the pavement. It can be marked with markings “Footpath” or “Pedestrian and cycle track”.

1.23.    “Cycle track” shall mean part of the road allotted to cycle and moped traffic. It can be marked with markings “Cycle track” or “Pedestrian and cycle track”.

1.24.    “Pedestrian crossing” shall mean the place for pedestrians to cross the road on the carriageway, marked with markings “Pedestrian crossing and (or) appropriate marking. The limits of the pedestrian crossing shall be marked with marking lines of the carriageway, and where marking is not provided, by means of imaginary lines going vertically from these markings across the road.

1.25.    “Level-crossing” shall mean one level intersection between a road and a railway track. 

1.26.    “Accident” shall mean a traffic event, involving a motor vehicle or moped in motion, in the course of which people were killed or injured or vehicles, goods, road, road constructions, any other property damaged. Each traffic participant who was involved in the accident or whose behavior could have influence on it shall be treated as being related to the accident.

1.27.    “To give way (not to impede)” shall mean a requirement for a traffic participant to stop or not start moving, performing any manoeuvre which could compel other traffic participants to change the direction or speed.

1.28.    “Standing” shall mean stopping of the vehicle foreseen in advance for a time not longer than needed for passengers to board or alight from the vehicle or to load or unload the vehicle.

1.29.    “Parking” shall mean pre-intended halting of the vehicle not for boarding (alighting) of the passengers, loading (unloading) of the load or for a time longer than needed for passengers to board or alight from the vehicle or to load or unload the vehicle.

1.30.    “Compulsory standing” shall mean standing of the vehicle due to technical disorder or danger posed by the load carried, condition of the driver.

1.31.    “Overtaking” shall mean overtaking of one or several moving vehicles related to entering the lane opposite to the direction of traffic

1.32.    “Poor visibility” shall mean visibility of the road within the distance less than 300 m due to fog, rain or snowfall or similar circumstances.

1.33.    “Night” shall mean a period of time between nightfall and dawn.

1.34.    “Built-up area” shall mean an area built up with buildings with entries and exits signposted as “Beginning of the built-up area” and “End of the built-up area”.

1.35.    “Residential area” shall mean a residential or rest place with entries and exits signposted as “Residential area” and “End of the residential area”.

1.36.    “Official directing traffic” shall mean a person authorized to direct traffic and wearing a uniform or bearing a distinctive mark (a band on a sleeve, a stick used by officials directing traffic, a circle with a red signal or a flag).

 

2. General provisions

 

2.1. These rules shall establish the procedure for road traffic over the entire territory of the Republic of Lithuania.

2.2. Behavior of road-users shall be based on mutual respect and care.

2.3. Road-users shall know said rules and obey them, fulfill instructions on traffic procedure given by police and officials directing traffic, also comply (with the exception of cases referred to in chapter 23) with the instructions conveyed by traffic light signals, road signs and road markings. Where instructions between a road sign and a road marking differ, the road sign shall take precedence over a road marking.

2.4. Road-users and other persons shall avoid any behaviour likely to endanger persons, obstruct traffic, cause damage to state, private and public property and the environment.

A person who has caused danger must try to avoid consequences of damage or to reduce them.

2.5. Road traffic may be restricted only by signs, marking, traffic lights and signals given by officials directing traffic in accordance with present rules and normative acts governing traffic in force in Lithuania.

2.6. Nobody shall be allowed to destroy, shield or willfully reposition, remove or install technical measures establishing traffic procedure, to install at the roads advertisements, boards, posters, as well to spoil road elements and constructions, to leave on the road any objects or create any other obstruction to traffic. A person who has caused or noticed an obstacle must immediately remove it and, where it is impossible to do so, to mark it in such a way as to allow other road-users to notice it in good time.

2.7. It is prohibited to throw from the vehicle any objects, to pour oil in other than specially designated places, to otherwise pollute the environment, move or stand on the roads closer than at the distance of 25 m from rivers, lakes and ponds or closer than 2 m from melioration canals.

2.8. Instructions, rules, other normative documents governing road traffic, carriage of special consignments, use and maintenance of vehicles, moving in a closed territory etc shall be based on the requirements of the present rules and cannot be in prejudice to them.

2.8. Persons who have violated the present rules shall be liable in accordance with the laws of the Republic of Lithuania.

 

3. General duties of the drivers

 

3.1. Only persons not less than sixteen years of age shall be permitted to drive motor vehicles (with the exception of driving practice) if they hold such a right.

3.2. Before starting off the driver of the motor vehicle shall check whether the vehicle is in order and complete and to observe its condition during the journey.

3.3. The owner of the motor vehicle must hold with himself and present to police officials for their inspection:

3.3.1. a driving permit granting the right to drive a vehicle in his category;

3.3.2. registration documents of the vehicle;

3.3.3. insurance document prescribed by a law;

3.3.4. went out of force;

3.3.5. depending upon circumstances, other documents referred to in chapters 24, 25 and 27 of the present rules.

3.4. The driver of the vehicle must stop whenever halted by a police official (person authorized to direct traffic). Having stopped his vehicle the driver must hand in the documents to the police official while staying in his place.

The driver and passengers shall be allowed to get off the vehicle only upon the request or permission by the inspecting person. 

3.5. Upon the request of the police official the driver must allow to inspect the vehicle and the documents of the consignment carried.

3.6. When driving in a vehicle equipped with safety belts the driver shall wear them and shall not carry passengers who do not wear the belts. It shall be allowed not to wear safety belts for children under twelve years of age, and in built-up areas - for disabled drivers, drivers working in communication, operative services, taxi drivers and passengers, as well as for driving instructors when the learner is driving.

3.7. The cyclists shall ride motor cycles holding the handle bars with both hands (save the cases when signaling the manoeuvre), wear a fastened helmet and not carry passengers without fastened helmets.

3.8. It shall be prohibited to drive a vehicle in condition of being non-sober, intoxicated from narcotics, drugs, other intoxicating substances, it shall neither be allowed to drive in sick or tired condition where it can endanger  traffic safety, to give the vehicle to drive for persons affected by any of the said factors or holding no driving permit granting the right to drive the vehicle in that category.

3.9. Upon the request of the police official, the driver shall consent to being examined for soberness or intoxication with narcotics, drugs, other intoxicating substances.

3.10. Upon the receipt of the invitation by the road police service, the road-user shall arrive to the road police service in the prescribed time. The owner of the motor vehicle shall hold with himself a driving permit and registration documents of the vehicle.  

3.11. The driver of the motor vehicle shall give a lift on board his vehicle to police officials who carry out urgent official duties and medical staff going to a patient whose life is in danger and take to a place of treatment persons who require urgent medical assistance.

At the request of the driver, the persons having made use of the vehicle shall issue to him a certificate of a prescribed form on the use of the vehicle.

3.12. The driver of the motor vehicle shall know how to render the first medical aid for persons who were injured in the accident.

3.13. Requirements of paragraphs 3.5, 3.10 and 3.11 of the present rules shall not be applicable to drivers of the vehicles of foreign diplomatic services, consulates and representations.

 

4. Duties of drivers towards pedestrians

 

4.1. The driver turning into a road from adjacent territories or turning off the road must give way to pedestrians when he crosses the direction of their movement. The driver must also give way to pedestrians who have stepped on to the carriageway when turning right or left at crossings and in all cases when reversing.

4.2. On a regulated crossing or pedestrian crossing, when traffic light signals or signals of officials directing traffic allow movement, the driver shall give way to pedestrians who have not finished crossing the carriageway.

4.3. Where traffic light signals or signals given by the official directing traffic forbid to proceed across the pedestrian crossing, the driver shall stop short of the stop line, sign “Stop line”, traffic light, and in the absence of these, short of the pedestrian crossing. The drivers who, at the time when the yellow traffic light signal appears or a person directing traffic raises his arm upright, are no longer able to stop on the indicated places without braking abruptly, shall be allowed to proceed.

4.4. Approaching the pedestrian crossing which is not regulated, the driver shall slow down or stop in order to give way to a pedestrian who has stepped on to the side of the carriageway (on roads with a dividing strip – on to the carriageway) appropriate to the direction of traffic.

4.5. If a vehicle stopped before the pedestrian crossing, the driver proceeding along the adjacent lane shall stop and resume again only provided he has made sure that there are no pedestrians on the crossing whom he can impede or endanger.

4.6. The driver shall be forbidden to enter the pedestrian crossing if there is a congestion behind it which would make him halt and the halted vehicle would impede the pedestrians.

4.7. Approaching the bus bearing a distinctive mark notifying carriage of children, the driver shall slow down or stop in order to give way to children.

4.8. Everywhere else (not only on pedestrian crossings) the driver shall give way to blind pedestrians signaling a white stick or handicapped persons proceeding across the road in invalid chairs.

 

5. Duties of pedestrians

 

 

5.1. Pedestrians shall walk on the pavements or pedestrian paths on the right side and, in their absence, on the shoulders of the road. Where there are no pavements, pedestrian paths, shouldres or they cannot be used for walking, it shall be allowed to walk in one line on the edge of the carriageway subject to exercising care.

5.2. Pedestrians walking on the shoulder or edge of the carriageway shall keep to the side opposite to that appropriate to the direction of traffic.

5.3. Persons who travel in non-power driven invalid chairs, push a motor cycle, moped, cycle, push (pull) sledges or a carriage shall be allowed to walk in single file on the right edge of the carriageway appropriate to the direction of traffic.

5.4. On roads with a dividing strip, pedestrians shall not be allowed to walk along the dividing strip of the edge of the adjacent carriageway.

5.5. An organized group of people shall walk in a procession on the right-hand side of the carriageway in no more than 4 lines. The persons in charge of the procession shall walk at the front and rear of the procession holding bright flags, and at night or in poor visibility they shall carry lights: white at the front and red at the rear.

5.6. The group of children under sixteen years of age shall be allowed to be led only along the pavements or footpaths and, where they are not provided, along the shoulder too, but only in the daylight and accompanied by at least two adults.

5.7. Pedestrians walking along the unlit shoulder or edge of the carriageway, at night or in poor visibility, shall carry a lit light or attach to the clothes a light-reflecting object. A pulled (pushed) carriage protruding laterally more than 1 m shall bear reflectors, a white light shall be used on the left side of the carriage at the front and the red light at the rear.

5.8. Pedestrians shall pass on to the other side of the carriageway only by using pedestrian (under- or overpass) crossings, and, where they are not provided, at intersections along the line of the pavements or road verges. Walking along the crossing pedestrians shall not trespass its boundaries. If there is no crossing or intersection within the range of vision, it shall be allowed to walk across the road straight at the upright angle in the places which can be well observed from both sides.

5.9. In the places of regulated traffic, pedestrians shall be guided by traffic lights bearing images of pedestrians and, where they are not provided, by traffic light signals. Pedestrians shall comply with the signals conveyed by the persons authorized to direct traffic even if they appear to contradict traffic light signals. In other cases, pedestrians shall be allowed to step on to the carriageway only if they have made sure that it is safe to walk and that they would not obstruct the vehicles.

5.10. Pedestrians shall not linger or stop on the carriageway unnecessarily. Those who have not been able to cross the road shall wait on the safety island or on the marked or imaginary line dividing the traffic flows on opposite directions.  

It is possible to finish crossing the road only when making sure that it is safe.

5.11. When the amber light signal appears or the official authorized to direct traffic raises his arm upright, pedestrians who are on the carriageway shall finish going across it or stop on a safety island or on a marked or imaginary line dividing the traffic streams on opposite directions.   

5.12. Upon approaching of the vehicle with a flashing light and (or) special sound signal on, pedestrians shall not start crossing the carriageway and those present on the carriageway shall immediately withdraw from it.

5.13. Pedestrians shall be forbidden:

5.13.1. to cross the carriageway in places other than pedestrian crossings where there is a dividing strip, also where there are barriers;

5.13.2. to walk along the motorway (save for footpaths) or to cross it;

5.13.3. walk from behind a standing vehicle or any other obstacle obstructing to see the place without making sure that there are no approaching vehicles.

5.13.4. to withdraw from the place of accident where the pedestrian is involved in the accident.

6. Duties of the passengers

 

6.1. It shall be allowed to wait for a bus, trolleybus, taxi only on the boarding sites and, in their absence, on the pavement or shoulder.

6.2. Passengers shall be allowed to board or alight only upon a complete cessation of the movement of the vehicle.

Passengers shall be allowed to board or alight from the side of the carriageway only if this cannot be done from the side of the pavement or shoulder and if this is safe and will not impede other road-users.

6.3. While traveling the passengers shall be forbidden to distract the driver’s attention and inhibit him to drive the vehicle.

6.4. Persons traveling in the body of the cargo vehicle shall be forbidden to stand, sit on the sides, to be on the load higher than sides.  

 

 

7. Duties of cyclists and moped drivers

 

7.1. Persons not younger than 12 years of age shall be allowed to ride a cycle and persons not younger than 14 years of age shall be allowed to drive a moped on the roads, and if they have taken a course on the introduction to the present rules and hold a certificate issued by the school, they shall be accordingly not younger than 10 and 12 years of age. In the residential area the age of cyclists shall not be restricted.

7.2. The cyclist or moped driver shall be allowed to ride a cycle or drive a moped only provided they are equipped with an effective break and sound signal. The cycle and the moped shall have at the rear red and on both sides orange light reflectors attached to the spokes of the wheels, and when traveling along the road at night or in poor visibility, a white light shall be used at the front.

7.3. It shall be allowed to go by cycle or moped on the carriageway only if there is no cycle track, in one line, at the distance of no more than 1 m from the right edge of the carriageway. Moving farther from it shall be allowed only when driving round an obstacle and moving over to the other side of the road in the permissible case, turning left or turning round. Cyclists and moped drivers going along the shoulder shall not impede or endanger pedestrians.

7.4. If it is necessary to turn left, turn around or pass over to another side of the road, the cyclist or moped driver shall (with the exception of cases where there are no approaching vehicles) get off and cross the carriageway pushing the cycle or moped without creating an obstacle to other vehicles.

7.5. On the crossing between the cycle track and road, which is not on the intersection and is not regulated, cyclists and moped drivers shall give way to other vehicles and pedestrians traveling on it.

7.6. The cyclist or moped driver proceeding along the road shall hold a document certifying his knowledge of the present rules, and the cycle and moped shall have a registration number when so prescribed city (regional) municipality authorities.

7.7. It shall be prohibited for cyclists and moped drivers:

7.7.1. to drive along the pavements and footpaths;

7.7.2. to drive without holding the handlebars and without keeping the feet on the pedals;

7.7.3. to carry passengers if special saddles are not fitted;

7.7.4. to carry loads which hamper their cycling or driving or endanger other road-users;

7.7.5. to be towed by other vehicles;

7.7.6. to tow other vehicles save for the trailers intended for that;

7.7.7. to move by holding on to other vehicles.

 

8. Duties of cart-drivers, persons herding or saddling animals

 

8.1. Persons not younger than 12 years of age shall be allowed to drive animal-driven carts, herd and saddle animals.

8.2. It shall be allowed to drive animal-driven carts, herd and saddle animals only on the right shoulder, and where it not provided, on the right edge of the carriageway, as close as possible to edge of the carriageway.

8.3. The cart, sledge shall have white light reflectors at the front, orange on the side, and red at the back, attached in well visible places and marking outer size of the cart or sledge.

8.4. When driving animal-driven carts, herding and saddling animals on roads at night or in poor visibility, white light shall be lit on the left side of the cart, sledge or animals at the front, and red light at the rear.

8.5. The herd of the driven animals shall be divided into sections spaced sufficiently far apart not to inconvenience traffic. There shall be as many drivers as necessary to control animals and insure safety of traffic.  

8.6. It shall be prohibited for persons driving animal-driven carts, herding or saddling animals as well as for other persons:

8.6.1. to leave animals on the road or near the road without supervision;

8.6.2. to herd animals along the cobble-stone, road with asphalt concrete or concrete paving without the consent of the owner of the road;

8.6.3. to herd animals across the railway tracks and the road where there are no specially designated places;

8.6.4. to tie up animals to the road so as to allow them walking out on to the road.

9. Traffic regulation signals

9.1. Traffic light signals have the following meanings:

a green circular signal shall allow traffic;

a green signal of the form of an arrow on the dark background shall allow traffic only to the directions pointed by arrows. A green arrow in the additional panel of the traffic light (an arrow permitting turning left and turning around) shall have the same meaning;

a green flashing light shall allow traffic and warn that the time is soon up and a prohibitory signal will soon appear;

a green traffic light bearing pedestrian’s image shall allow pedestrians to proceed;

an amber signal shall prohibit traffic and warn that traffic light signals will change;  

an amber flashing signal shall allow traffic and warn that the intersection or pedestrian crossing is not regulated;

an amber and red signals shown  at the same time shall prohibit traffic and warn that a green signal will appear;

a red signal, or two red signals flashing alternately shall prohibit traffic;

a red signal with a pedestrian’s image shall prohibit pedestrian traffic;

a flashing white traffic light signal used on the level-crossings shall allow traffic and notify that traffic lights are switched on;

red and amber signals with arrows in black contour shall have the same meaning as without arrows; these arrows shall notify which directions will be permitted to proceed when the green signal appears;

a green traffic light signal with an arrow (arrows) in black contour shall warn that the traffic light has an additional panel (panels) and allow to proceed in other directions than shown by the signal of the additional panel.

9.2. Traffic light signals shall be arranged vertically from the top to the bottom in the following way: red, amber, green. If necessary, the signals may be arranged horizontally: red on the left, green on the right, amber in the middle.

9.3. If an additional panel with a green arrow is installed at the green light signal, it shall be allowed to proceed to the direction pointed by the arrow only upon appearing of the signal of this panel.

9.4. If a panel bearing a green arrow pointed to the right is attached to the red traffic light signal on the intersection, the drivers shall be allowed to turn right also when the prohibitory traffic light signal is on, however they shall give way and not create danger to other vehicles and pedestrians.

9.5. The signals conveyed by the official directing traffic shall have the following meanings:

arms outstretched to the sides or lowered:

it shall be allowed to proceed from the right and left side straight and to the right, and pedestrians shall be allowed to walk across the carriageway;

from the side of the chest and back, traffic for all vehicles and pedestrians shall be prohibited;

right arm outstretched to the front:

from the left side vehicles shall be allowed to proceed in all directions;

from the side of the chest vehicles shall be allowed to proceed only to the right;

from the back side and the right side traffic for all vehicles shall be prohibited;

pedestrians shall be allowed to walk across the carriageway from behind the back of the official directing traffic;

arm raised upwards:

all road-users shall be prohibited to proceed any direction;

the drivers shall stop without changing a traffic lane.

9.6. The driver shall stop a vehicle, the pedestrian shall stop if the official directing traffic or a police official is swinging his arm or regulation stick (circle) upwards and downwards to him or, using a loudspeaker, instructs to make a stop.

Having received a sign, the driver shall immediately stop a vehicle on the designated place; in cases where the place is not designated, on the right shoulder, and where it is not provided, on the right edge of the carriageway.

Seeking to draw attention of road-users, the official directing traffic or a police official may give a signal by a whistle.

 

10. Warning signs

 

10.1. Warning signs shall be as follows: the signals shall be shown by turning, stopping light arrows or by an arm; sound signal; switching over of lights; switching on of the hazard warning light signal; placing of the advance-warning triangle.

10.2. The driver shall give signals by turning light arrows of an appropriate direction, and where they are not provided or they are out of order, by an arm:

before starting to go and before stopping;

10.3. The signal of turning left shall correspond to the sideward stretched right arm or the left arm stretched sideward and bent at the elbow.

Stopping signal shall be shown by an upright left or right arm.

10.4. In order other road-users would be able to understand intentions of the driver showing a signal, the warning signal by turning arrows or by an arm shall be started being shown in advance, before the manoeuvre, and finished immediately after the manoeuvre (signaling by an arm may be finished right before the manoeuvre). It shall be not necessary to show a signal where it could mislead other road-users.

10.5. The driver showing a signal shall not gain right of way, nevertheless, he must be careful.

10.6. It shall not be allowed to use sound signal in built-up areas, with the exception of cases when they are needed with a view of avoiding accident.

10.7. In order to attract the overtaken driver’s attention, it shall be possible to repeatedly switch over the lights, and to use a sound signal outside built-up areas.

10.8. It shall be prohibited to use driving lamps as a warning signal if they can dazzle other drivers, even through the rear view mirror.

10.9. Hazard warning light signal shall be switched on:

10.9.1. if a compulsory halt has been made at a place where standing (parking) is prohibited;

10.9.2. in the case of an accident;

10.9.3.having stopped on unlit road sections at night or in poor visibility, if headlight or parking lamps are out of order;

10.9.4. on a towed vehicle;

10.9.5. when the driver is dazzled;

10.9.6. when warning other drivers of a danger or obstacle.

10.10. Where a hazard light warning signal is not provided or is out of order, also when a driver of a motor vehicle (with the exception of the motor cycle without a side-car) has made a compulsory halt at a the place on which the halted vehicle is visible for other road-users at the distance less than 100 m,  he shall have to place an advance-warning triangle or a red flashing light not closer than 25 m from the halted vehicle in built-up areas, and not closer than 50 m outside built-up areas.

 

11. Use of lighting devices

 

11.1. At night or in poor visibility, in rain, the drivers of motor vehicles shall be obliged to proceed with passing or driving lamps switched on.

11.2. At night or in poor visibility, driving lamps shall be switched off and replaced by passing lamps:

11.2.1. on lit roads in built-up areas;

11.2.2. when not less than 150 m remain ahead of the vehicle approaching  from the opposite direction;

11.2.3. in other cases when driving lamps may dazzle other drivers, also those proceeding along the same direction or when the driver approaching from the opposite direction gives a signal by repeatedly switching over the lights.

11.3. A dazzled driver shall switch on a hazard light warning signal and without entering another traffic lane slow down and stop if necessary.

11.4. In the daylight vehicles shall proceed along the roads with passing lamps switched on:

11.4.1. from  the first of September to the seventh of September, and from

the first of November to the first of March;

11.4.2. when carrying groups of children by buses;

11.4.3. when carrying groups of people in the bodywork of the goods vehicle;

11.4.4. when carrying dangerous and large cargos in cases where the dimensions of the vehicle (cargo) exceed the dimensions referred to in chapter 25 of the present rules;

11.4.5. when towing another vehicle;

11.4.6. when going by motor cycles;

11.4.7. when three or more vehicles travel in an organized column (file);

11.4.8. when proceeding along the specially marked lane against the general stream of vehicles; 

11.4.9. in tunnels irrespective of their lighting.

11.5. Front and rear fog lamps shall be allowed to be used only in fog, heavy rain or snowfall.

11.6. Stopping on the unlighted sections of the road at night or in poor visibility shall require to switch on headlight or parking lamps of the motor vehicle. If they are out of order, the vehicle shall be parked outside the boundaries of the road, and if it is not possible to do so, it is necessary to mark it as required in chapter 10 of the present rules.

 

12. Beginning of the movement and performing manoeuvres

 

12.1. Traffic in Lithuania shall take place on the right side of the road.

12.2. Before starting off, changing the lane and otherwise changing the direction of the movement, the driver shall make sure that it is safe to do so and shall give way (shall not impede) to other road-users.  

12.3. The driver entering the road from adjacent territories shall give way to vehicles proceeding along the road and shall let pedestrians pass.

12.4. The driver moving off from the road shall give way to pedestrians, cyclists and mopeds whose direction of movement he intersects.

12.5. The driver changing the lane shall give way to vehicles proceeding along the adjacent lane at the same direction. Where vehicles proceeding at the same direction change the lane together, the driver shall give way to the vehicle present on the right.

12.6. Where traffic on the road with two (or more) traffic lanes of the same direction is impossible on one of them due to an obstacle and a queue of vehicles has been formed, each driver proceeding along the adjacent line shall let one vehicle standing in a queue to change over in to the lane occupied by him.

12.7. Before turning right, left or turning around, except for the turning into the intersection on which traffic proceeds in circle, the driver shall draw immediately to the appropriate edge of the carriageway allotted to proceedin in that direction. Road signs and (or) marking lines may change this requirement.

12.8. If due to its size or other reasons the vehicle cannot turn (turn around) off the edge position, it shall be allowed to make a turn also not from the edge of the carriageway where that will not impede other vehicles and pose danger to other road-users.

12.9. It shall be necessary to turn in such a way that, before entering and moving off the intersection of carriageways, the vehicle does not appear on the lane of the oncoming traffic.

12.10. The driver turning left (turning around) elsewhere than at intersection shall give way to oncoming vehicles and vehicles overtaking it.

12.11. On high occupancy vehicle lanes and in cases when all the lanes are occupied, it shall be allowed to change the lane only if it is necessary to turn, turn around or stop.

12.12. Where there is a deceleration lane, the driver intending to turn  shall be obliged to change over in to that lane in advance and slow down only on it.

12.13. Where there is an acceleration lane used for entering the road, the driver intending to turn shall be obliged to proceed along it and join the traffic stream by giving way to vehicles proceeding along this road.  The driver proceeding along the road shall not be allowed to turn in to the acceleration lane if that will impede the vehicle proceeding along it.

12.14. The driver proceeding at a much less than the permissible highest

speed (with the exception of cases when he turns left or turns around) shall let the faster vehicles approaching from behind to overtake by pulling in to the right as much as possible. The driver of a slow-speed or bulky vehicle shall stop if necessary and allow the vehicles which have accumulated to overtake.

12.15. A driver who is reversing must not impede other road-users.

12.16. When movement trajectories of the vehicles intersect and the driving procedure has not been discussed in the present rules, the way shall be given by the driver to whom the vehicle approaches from the right. 

12.17. It shall be recommended for the drivers to allow for the funeral processions to enter the priority road.

12.18. Turning around shall be prohibited:

12.18.1. on pedestrian crossings;

12.18.2. level-crossings;

12.18.3 tunnels;

12.18.4. on bridges, flyovers, viaducts and under them;

12.18.5. on places where road visibility at least in one direction is less than 100 m;

12.18.6. on the roads with a dividing strip, with the exception of places installed for the purpose of turning around and signposted and (or) marked as such.

 

13. Position of the vehicles on the carriageway

 

13.1. Where the carriageway is divided by marking lines and (or) road signs into traffic lanes, the vehicle shall have to move along these lanes. It shall be allowed to move on the broken marking lines only upon changing the traffic lane.

13.2. On the two-way carriageways having four or more lanes or on the road having a dividing strip, no driver shall be allowed to take the lane situated on the half of the carriageway opposite to the side appropriate to the direction of traffic, to move along the dividing strip or to cross it.

13.3. On two-way carriageways having three lanes, it shall be allowed to

take the central lane only when overtaking, driving around an obstacle, turning left or turning around. It shall be prohibited to take the lane situated at the edge of the carriageway opposite to that appropriate to the direction of traffic.

13.4. The driver shall keep as close as possible to the right edge of the carriageway.

13.5. It shall be prohibited for the cargo vehicles whose total mass exceeds 3,5 t to keep further from the edge of the carriageway than on the second traffic lane, with the exception of cases when it is necessary to take the left lane on the edge in order to stand (park) on one-way carriageway, turn left or turn around.

13.16. Vehicles whose maximum speed may not exceed 40 km/h or which, by design, cannot attain such speed, shall take only the right lane on the edge, with the exception of cases when it is necessary to overtake, turn round, change the lane for turning left or turning around, or to stop on one-way carriage in order to load or unload the goods.

13.7 Where a special line is marked on the carriageway reserved for passenger transport, other means of transport shall be allowed to enter it only  in the conditions  laid down in chapter 21 of the present rules.

13.8. It shall be prohibited to move along the lawn, pavement, footpath or run on to them, with the exception of cases when the signs indicating the way of parking allow to run on to the pavement.

13.9. The driver moving along the shoulder shall not impede or endanger other road-users.

13.10. The driver, taking into account the speed, shall keep at a sufficient distance from another vehicle to avoid collision if the vehicle in front should suddenly stop (it shall be recommended that the distance is not less than half of the measurement by the speedometer, for instance, when the speed is 70 km/h, the distance shall be not less than 35 meters), also to leave such a space from the side as is necessary for the safe traffic.

 

14. Driving speed

 

14.1. The driver shall move at a permissible speed paying regard to the density of the traffic, the condition and characteristics of the vehicle and load, the state of the road and weather conditions, visibility, so that he is at all times able to exercise control over the vehicle.

14.2. In cases when there emerges an obstacle or danger to traffic safety, the driver shall (if he is able to see that) slow down the speed of the vehicle, even halt it completely or drive around the obstacle without endangering other road-users.

14.3. In built-up areas the vehicles shall be allowed to move at a speed not exceeding 60 km/h.

14.4. In residential areas all vehicles shall be allowed to move at a speed not exceeding 20 km/h.

14.5. Outside built-up areas it shall be allowed to move:

14.5.1. for private cars on motorways from the first of April to the first of October at a speed not exceeding 130 km/h, and from the first of October to the first of April - at a speed not exceeding 110 km/h, on other roads - not exceeding 90 km/h;

14.5.2. by cycles, buses, goods vehicles the total mass of whose (maximum permissible mass) does not exceed 3,5 t, all year round on motorways - not exceeding 110 km/h, on roads with a dividing strip - not exceeding 100 km/h, on other roads - not exceeding 90 km/h;

14.5.2. by cycles, goods vehicles the total mass of whose (maximum permissible mass) does not exceed 3,5 t, by motorways – at a speed not exceeding 110 km/h, on roads with dividing strips – not exceeding 100 km/h, on other roads – not exceeding 90 km/h;

[Valid until 01 04 2001]

14.5.3. by other buses, goods vehicles (of them by combinations of vehicles) the total mass of whose (maximum permissible mass) exceeds 3,5 t, by buses with trailers all year round on motorways - at a speed not exceeding 90 km/h, on roads with dividing strips - not exceeding 80 km/h, on other roads - not exceeding 70 km/h;

[Valid from 01 04 2001]

14.5.3. by goods vehicles (including between them combinations of vehicles) the total mass of whose (maximum permissible mass) exceeds 3,5 t, by buses with trailers on motorways - not exceeding 90 km/h, on roads with dividing strips – not exceeding 80 km/h, on other roads - not exceeding 70 km/h;

14.5.4. by private cars with trailers – all year round at a speed not exceeding  90 km/h;

14.5.5. when carrying on special routes schoolchildren to and from schools, carrying by goods vehicles people, towing motor vehicles – at a speed not exceeding  70 km/h (towing by means of a chain or cable – not exceeding 50 km/h).

14.6. When carrying loads requiring due to their bulkiness permission from the road police – at a speed not exceeding 50 km/h (unless the police prescribes otherwise).

[Valid from 01 04 2001]

14.5.6.by buses on motorways – not exceeding 100 km/h, on roads with dividing strips – not exceeding 90 km/h, on other roads – not exceeding 80 km/h;

14.7. On road sections, where traffic conditions allow safe traffic at a higher speed, the maximum permissible speed by the decision of the road police may be increased subject to placing appropriate road signs.

14.8. The drivers who do not hold 2 years of driving practice as well as learner-drivers shall be permitted to move not faster than 70 km/h.

14.9. Outside built-up areas, the drivers driving vehicles the speed of which may not exceed 50 km/h, as well as vehicles the overall length of which exceeds 7 m, shall keep at such distance from vehicles ahead of them that other vehicles overtaking them can freely change over on to the right side of the road. The requirement shall not apply if the driver himself intends to overtake or in very dense traffic.

14.10. The driver shall be prohibited:

14.10.1. to exceed the maximum speed limit indicated in its technical specifications;

14.10.2. to exceed the speed which is indicated on  the distinguishing sign of the vehicle;

14.10.3. to proceed too slow by impeding the normal progress of other vehicles;

14.10.4. to brake abruptly unless it is necessary to do so for safety reasons.

 

15. Overtaking

 

15.1. Before overtaking, the driver shall make sure:

15.1.1. that no driver who is following him and can be impeded has begun to overtake;

15.1.2. that the driver of the vehicle ahead of him in the same lane has not shown a left light turning signal;

15.1.3. that the section of the lane necessary for overtaking is free and the oncoming vehicles are not impeded;

15.1.4. that the driver finishing to overtake shall be able to return back to his lane  without causing inconvenience to the vehicle overtaken.

15.2. If the driver moving in front has shown a left turning signal and changed a lane for turning left (turning around), it shall be recommended for the driver following him to turn round the turning vehicle on the right side. If the driver following from behind overtakes on the road on which there is not more than one lane in the running direction, the driver who is making a turn (turning around) shall give way to the vehicle which is overtaking.  

15.3. The driver of the vehicle which is being overtaken shall be prohibited to overtake by accelerating or performing other actions.

15.4. Where the passing of the oncoming vehicle is difficult, it is the driver of the vehicle on whose side is the obstacle who should give way. When there is an obstacle on the slopes marked with appropriate signs, it is the driver of the vehicle traveling downhill who should give way.

15.5. It shall be prohibited to overtake:

15.5.1. on the intersections, save for the overtaking on the priority road;

15.5.2. on the level-crossings and 100 m before them;

15.5.3. on sections of the road with poor visibility;

15.5.4. on pedestrian crossings.

 

16. Standing and parking

 

16.1. It shall be allowed for the vehicles to stand or park them on the right side of the road, as much as possible to the right of the verge of the road, and where it is not provided, on the edge of the carriageway.

In built-up areas, it shall be allowed to stand and park also on the left side on one-way roads and on roads having lanes for each direction.

16.2. In unlighted road sections, at night or in poor visibility, it shall be allowed to park only at parking sites or outside the boundaries of the road.

16.3. It shall be allowed for the vehicles to stand and park them on the carriageway in a single line.

Motor cycles without side-car, mopeds and cycles shall be allowed to be parked in two lines.

To park a vehicle at an angle to the edge of the carriageway shall be allowed only on the places permitted by signs indicating the way of parking.

16.4. The driver may withdraw from his place or leave the vehicle only after having taken precautions to prevent it from self-moving or from the use by other persons.

16.5. In places where parking meters are installed or appropriate signs indicating paid parking displayed, the drivers shall be obliged to pay for parking depending upon the duration of parking and to obey the established procedure.

16.6. The driver leaving the vehicle at the parking site in which the parking time is restricted by road signs shall attach from inside, behind the front window, a parking card, a note well seen from outside or shall otherwise indicate the time of parking the vehicle.

16.7. It shall be prohibited to open the door of a standing vehicle if it endangers or impedes other road-users.

16.8. Standing and parking shall be prohibited:

16.8.1. on level-crossings and 50 m from them;

16.8.2. in tunnels;

16.8.3. on bridges, viaducts, flyovers and under them;

16.8.4. on pedestrian crossings and closer than 5 m before them;

16.8.5. on the pavement, with the exception of cases when parking on it is allowed by signs indicating the mode of parking;

16.8.6. on pedestrian or cycle track;

16.8.7. where the distance between the halted vehicle and longitudinal marking line is less than 3 m;

16.8.8. closer than 5 m from the edge of the traversed carriageway, save for that side which is in front of the sideway on three-way intersections with longitudinal marking line or dividing strip;

16.8.9. closer than 15 m from the parking site of the passenger means of transport, and where it is not provided,  - from the sign of the parking site, if it would inhibit the traffic of passenger means of transport;

16.8.10. at any place where a parked vehicle would conceal  traffic light signals or road signs from the view of other drivers or would impede traffic of other vehicles or pedestrians;

16.8.11. outside built-up areas where the road is visible at less than 100 m at least in one direction or on a steep bend or crest of the hill.

16.9. Compelled to stop on any spot where standing (parking) is forbidden, the driver shall switch on a hazard light warning signal (to place an advance-warning triangle) in accordance with the requirements of chapter 10 of the present rules and to move the vehicle off the road as soon as possible.

16.10. Where the vehicle has been left without supervision (started being taken apart, it is possible to get inside it, is standing for a long time) or it has been left to stand without a state registration number (except closed territories, guarded parking sites, yards of residential buildings), or left at a place prohibited for parking, inhibits traffic, constitutes danger to traffic safety, it may be delivered to the place of storage.

 

17.Traversing intersections

 

17.1. At the intersection with roads of different importance, the driver taking a minor road shall give way to vehicles approaching the level-crossing on the priority road.

17.2. At the intersection with roads of equal importance, the driver shall give way to vehicles approaching on the right.

17.3. In cases when the direction of the priority road at intersection changes, the drivers proceeding along the priority road shall comply in relation to one another with the rules governing traversing intersections with roads of equal importance. The drivers proceeding along the minor roads shall also comply in relation to one another with these rules.

17.4. The driver turning left (turning around) shall give way to vehicles proceeding along the road of equal importance in the opposite direction straight ahead or to the right, and at intersections where there is not more than one traffic lane in the direction of traffic (excluding acceleration and deceleration lines) – also to vehicles overtaking on the priority road.

17.5. Turning left or right, the driver shall give way to pedestrians going along the carriageway of the road to be turned in, as well as to cyclists crossing it on a cycle track or shoulder.

17.6. Where the driver is not aware what is the paving of the road (night, dirt, snow etc) and there are no priority signs, he shall behave as proceeding along the minor road.

17.7. It shall be prohibited to enter the intersection of carriageways if there is an obstacle behind it which would compel the driver to stop at intersection and impede traffic of other vehicles.

17.8. When the positive traffic light signal is on, the driver shall give way to vehicles finishing to turn or turn around (if the manoeuvre has been started when the signal of their direction was positive) and to give way to pedestrians finishing to cross the carriageway.

17.9. The driver who has entered the intersection of carriageways pursuant to the positive traffic light signal, shall be allowed to pursue the intended direction irrespective of any traffic light signals shown while exiting the intersection. However, if there is a stop line (sign “Stop line”) on the intersection before the traffic lights positioned on the way, the driver shall take into account a signal of each traffic light.

17.10. Proceeding in the direction shown by an arrow switched on the additional panel together with an amber or red traffic light signal, the driver shall give way to vehicles proceeding from other directions, as well as to pedestrians.

17.11. At the intersection on which traffic is regulated by a traffic light with an additional panel, the driver proceeding along the lane from which a turn is made shall proceed further in the direction of the arrow switched on, if when making a stop he would impede the traffic of other vehicles following in the same lane.

17.12.  In the presence of the prohibiting traffic light signal or a signal given by a person directing traffic, the driver shall stop before a stop line, and where it is not provided, - before a traffic light, traversed carriageway, pedestrian crossing in such a way as to avoid impeding transport or pedestrian traffic. 

17.13. The driver who, at the time when the amber signal has been turned on or when the person directing traffic has raised his arm upright, is not able to stop without braking abruptly at the places indicated in paragraph 17.12. of the present rules, shall be allowed to proceed further.

17.14. The driver shall comply with the signals and instructions given by the person directing traffic even in the case when they appear to contradict traffic light signals, road signs and marking lines.

17.15. When traffic is regulated by means of a traffic light, the driver shall comply with the traffic light signals irrespective of what are the signs notifying the priority. Where the traffic light is turned off or an amber winking signal is turned on, the driver shall follow the signs.

 

18. Traversing level-crossings

 

18.1. Before the level-crossing, the driver shall make sure that the train is not approaching and he shall comply with road signs, marking, traffic light signals and signals given by persons on duty at a level-crossing.

18.2. Traversing a level-crossing, the driver shall give way to the approaching train (locomotive, trolley).

18.3. Where the traffic light is turned off, and the gate is raised or it is not provided, the driver shall be allowed to traverse the intersection only having made sure that the train is not approaching.

18.4. Allowing to pass the approaching train and in circumstances when traversing of the intersection is prohibited, the driver shall be obliged to stop before a stop line, sign “Passing without stopping prohibited”, the traffic light, lifted gate; and if they are not provided, - not closer than 10 from the first rail track. Before starting to move after the stop, the driver shall make sure that no train is approaching the level-crossing.

18.5. If a vehicle is compelled to stop, its driver shall immediately set down the people, take every measure to move it off the track, and signal to the driver of the approaching train. Moving one’s arm round in a circle shall be considered to be a stopping signal (holding a bright-coloured kerchief in the day time or another well visible object, and a torch or a lamp at night).  

18.6. Vehicles (other self-propelled vehicles) projecting laterally more than  5 m or the height of which from the surface of the road exceeds 4,5 m (with or without a load) shall be permitted to cross the level-crossing only subject to the permission given by the owner of the railway.

18.7. The driver shall be forbidden:

18.7.1. to traverse the railway track on the places not allotted to that purpose;

18.7.2. to turn round other vehicles which have stopped before the level-crossing in order to pass the train;

18.7.3. to enter the level-crossing when the barrier is across the road or is in process of being placed across the road, to lift the gates willfully or to drive around them;

18.7.4. to enter the level-crossing if there is an obstacle behind it which would compel the driver to stop on the level-crossing;

18.7.5. to transport across the level-crossing agricultural, road, construction and other machines without special preparation of them for transportation purposes, where it could damage the equipment of the crossing.

 

19. Motorways

 

19.1. The use of the road marked as “Motorway” shall be prohibited:

19.1.1. for pedestrians (except pedestrian tracks separated from the carriageway and marked as such), for persons driving a cart, herding and riding animals;

19.1.2. for cyclists and drivers of mopeds (except cycle tracks separated from the carriageway and signposted as such), tractors, other vehicles and self-propelled vehicles the maximum speed of whose, by virtue of their design or due to their condition, is less than 40 km/h;

19.1.3. for having the vehicles standing or parked, except at the marked parking sites;

19.1.4. for turning the vehicles around (except the places for turning marked as such) or reversing;

19.1.5. for entering the motorway or exiting from it at places not reserved for that purpose;

19.1.6. for learning to drive;

19.1.7. for arranging sports events, marching, other events.

 

20. Residential areas and yards

 

20.1. The drivers in the residential area shall be obliged:

20.1.1. to drive at a speed not exceeding 20 km/h;

20.1.2. not to obstruct, endanger pedestrians, to stop if necessary;

20.1.3. to stop only in places marked with mandatory signs and only with the non-working engine;

20.1.4. when entering the road from the residential area, to give way to the vehicles approaching on it.

20.2. Pedestrians shall be allowed to walk all over the residential area, but they must not impede the vehicles without reason. Children may play within the entire the area.

20.3. In the yards, squares of the residential houses and on access roads to them it shall be forbidden:

20.3.1. to drive at a speed exceeding 20 km/h;

20.3.2. to drive mopeds, cycles without side-car and other noisy vehicles from 10 p.m. to 7 a.m.;

20.3.3. to stand with the engine on;

20.3.4. to bang the doors of the automobiles, to allow the engine work in high power or cause noise in any other way;

20.3.5. to leave goods vehicles whose total mass exceeds 3.5 t, busses equipped with more than 12 sitting places, tractors and their trailers parked at night or longer periods of time.

 

21. Priority of passenger vehicles

21.1. In built-up areas, the drivers shall give way to trolley-busses and busses starting to move from the station marked as such.

21.2. Before starting to move from the station, the drivers of the trolley-busses and busses shall make sure that they are given way.

21.3. On the road marked with signs “Lane for passenger means of transport”, “Road with a lane for passenger cars”, other vehicles shall be forbidden to proceed or stop. However, if this lane reserved for passenger means of transport to move in the same direction is on the right edge of the carriageway and is not separated by a longitudinal marking line, the drivers turning right shall be obliged to change into this lane. It shall also be allowed to enter it when, upon entering the road, a right turn is made or when it is needed to stop in order to alight or border passengers.   

 

22. Traffic of invalid vehicles

 

22.1. The driver who drives a vehicle marked with a distinguishing sign “Invalid” shall be allowed:

22.1.1. to enter the area signposted as “No traffic” and “No traffic of motor transport”;

22.1.2. to park in a residential area on a place  other than reserved for parking where it does not inhibit pedestrians and other vehicles;

22.1.3. to park a vehicle for a time longer than permitted on places where the parking time is restricted;

22.1.4. to stand and park in the area of signs “No standing” and “no parking”.

22.2. Handicapped people traveling in non-power driven vehicles shall be allowed to drive on the right edge of the carriageway irrespective of whether there is a shoulder, pavement, pedestrian path.

 

23. Priority of special vehicles

 

23.1. The requirements of the present rules, except chapters 2, 3, 10, 11, 29 and 30, and instructions conveyed by officials directing traffic may be disregarded by:

23.1.1. the drivers of the vehicles painted in special colours (pursuant to the valid standard), which move with blue flash lights (blue and red) on  and (or) with special sound signals, provided they do not prejudice safety of traffic.

23.2. Other road-users shall give way to approaching vehicles with winking blue (blue and red) flashing lights and vehicles emitting special sound signals, as well as to vehicles accompanied by them, and those proceeding along the same direction on the roads, where there are not more than two lanes reserved for that direction, shall have to stop on the right verge, and where it is not provided, at the edge of the carriageway. It shall be allowed to resume moving only after the last vehicle with special light and sound signals on has passed by.

23.3. The driver shall pass the vehicle with a winking blue flashing light at such a speed as to allow him to stop if necessary.

23.4. Drivers of vehicles with orange flashing lights on shall, when working on the road, may disregard requirements conveyed by the marking of road signs (with the exception of the restriction of the highest speed and priority) and applied to positioning of vehicles on the carriageway, provided they shall not endanger safety of traffic. Other drivers must not impede their work.

23.5. A winking flashing orange light shall not give priority but just draw attention and warn other drivers of the possible danger.

 

24. Carriage of people

 

24.1. It shall be allowed to carry people only by vehicles specially intended for that purpose and only on the places intended for people by design of the vehicle.

Carriage of people in the bodywork of the goods vehicle shall be allowed only if the bodywork is adapted to carry people.

24.2. In the goods vehicle carrying people there must be seats installed in the bodywork not higher than 15 cm from the upper edge of the borders. Seats situated along the front, back and side borders shall be equipped with firm back-rests.

24.3. It shall be allowed to carry by goods vehicles only people sitting on the seats. There cannot be more people carried than there are seats installed. It shall be prohibited to carry in the bodywork of the goods vehicle organized groups of children under 16 years of age.

24.4. There shall be an easy accessible fire extinguisher of no less than 2 litres volume installed in the bodywork of the goods vehicle carrying people.

24.5. It shall be allowed to carry people in the bodywork of the goods vehicle loaded with loads only if they are separated from people by a border or are firmly fastened. It shall be allowed to carry people in the bodywork of the closed goods vehicle only if passengers have a contact with the driver and can if necessary give a signal to stop.

24.6. It shall be allowed to travel in the bodywork of the goods vehicle which has not been adapted for carrying people only for persons accompanying the load or going to receive it only on the condition that there is a convenient and safe seat installed lower than the height of the borders.

24.7. It shall be allowed to carry groups of people in the bodywork of the goods vehicle only for the drivers whose total duration of service is not less than three years in that category of a driver, and for military drivers, - not less than 6 months of driving service, subject to holding by them of a certificate of the established form.

24.8. There shall be distinguishing signs laid down in chapter 29 of the present rules attached to the front and rear of the bus carrying children.

24.9. Drivers of the vehicles used for the business of carrying people shall hold a permit issued in the prescribed manner for such a business and shall allow to check the measurements of valid devices and the documents used to establish the duration of driving and rest.

24.10. It shall be prohibited:

24.10.1. to carry more people than prescribed by the vehicle’s technical specifications (excluding children under 12 years of age);

24.10.2. to carry people so as to impair driving and obstruct the driver’s view, as well as carry them in a coupled camping trailer;

24.10.3. to carry children under 12 years of age on the front seat of the passenger car (if there is no special children seat) and on the back seat of the motor cycle.

 

25. Carriage of loads

 

25.1. The mass of the load (passengers) carried and the load on one axle shall not exceed the one prescribed for that vehicle.

25.2. Every load on a vehicle shall be so arranged and, if necessary, stowed and covered as to prevent it from:

25.2.1. obstructing the driver’s view;

25.2.2. impairing the stability and driving of the vehicle;

25.2.3. masking outer light devices, reflex reflectors, registration numbers              and distinguishing signs or masking given signals;

25.2.4. falling, trailing, causing noise, raising dust, polluting the road and the environment;

25.2.5. endangering people or property, damaging road equipment and means of traffic organization.

25.3. Loads projecting more than 1 m beyond the front or rear of the vehicle or projecting laterally beyond the outer edge of the vehicle shall be marked as laid down in chapter 29 of the present rules.

25.4. Where at least on one side the vehicle (loaded or unloaded) exceeds the following measurements: width - 2.5 m (of heat insulating vans – 2.6 m), length – 18.35 m (with semi-trailer 16.5 m), height from the surface of the ground – 4 m or, if the load is projecting more than 2 m beyond the rear of the vehicle, the driver shall hold a permit issued by road police for driving on a road. Such a permit shall not be necessary for agricultural machines and mechanisms traveling from one field to another, going to the field or returning back from it.

25.5. Carrying radioactive, explosive, hazardous and other dangerous substances shall be subject to rules for carrying dangerous loads, and the drivers shall hold special certificates and permits.

25.6. Carrying of heavy loads where the total mass of the loaded vehicle exceeds 40 tons or the load on one axle exceeds 10 tons shall be subject to the receipt of a permit from the owner of the road.

25.7. Drivers of the vehicles used for load transportation business shall allow to check measurements of the valid devices and the documents in order to establish the driving and resting times.

 

26. Towing of motor vehicles

 

26.1. The vehicle towed by means of a flexible or firm coupling shall be driven by the driver who has the right to do so.

The driver shall be not necessary if a firm coupling construction of the towed vehicle does not allow to divert from the towing one. The vehicle with the broken steering mechanism shall be towed by placing its front on the platform of the carriage or tractor.

26.2. The length of the flexible coupling shall be from 4 to 6 m and it shall be marked with bright-coloured flags (panels). The length of the firm coupling construction shall not exceed 4 m.

26.3. It shall be prohibited to carry people in a towed bus, trolley-bus and bodywork of a towed goods vehicle. If the front of the towed vehicle is placed on a tractor, it shall be prohibited for the people to be in a cabin or bodywork, as well as in the bodywork of the towing vehicle.

26.4. The towing vehicle shall move in the daytime with passing lamps on, and the towed one – at any time of the day with hazard warning light signals on.

Where hazard warning light signal has not been provided or it does not function, headlights shall be switched on the towed vehicle. Where headlights are broken, an advance-warning triangle shall be attached to the rear of the towed vehicle.

26.5. The driver of the towing vehicle shall be responsible for the observance of the following rules in respect of towing a vehicle:

26.6. It shall be prohibited to tow:

26.6.1. the vehicle with a broken steering mechanism using both a flexible and firm coupling;

26.6.2. on icy road, using a flexible coupling, or to tow a vehicle with broken service brakes;

26.6.3. a vehicle with broken service brakes using a flexible coupling when its total mass exceeds half of the total mass of the towing vehicle;

26.6.4. more than one motor vehicle;

26.6.5. using motor cycles without a trailer and such motor cycles.

 

27. Instructing to drive

 

27.1. Instructing to drive shall be allowed provided a trainee knows these rules and complies with their requirements.

27.2. It shall be allowed to start instructing to drive a vehicle in closed sites or motordromes. It shall be allowed to instruct driving on the roads only if the trainee has sufficient driving skills.

It shall be allowed to instruct driving only on the roads on which it is authorized.

27.3. The driving instructor shall hold a document testifying to his right to be a driving instructor.

27.4. Those who instruct driving individually shall have a driving experience of not less than three years. The person instructed to drive a passenger car or a motor bicycle  shall be not younger than 14 years of age.

27.5. Motor vehicles on which driving instruction is carried out shall be marked with distinguishing signs laid forth in chapter 29 of the present rules.

27.6. Additional clutch and brake pedals and rear view mirror for the instructor shall be fitted in learners vehicles of instruction schools.

2.7. 7. The person instructing to drive shall be responsible that these rules are obeyed.

 

28. Obligations of road-users in the case of traffic accident

 

28.1. In the case of accident every driver (road-user) involved in it shall be obliged:

28.1.1. to stop immediately  without causing additional danger, turn hazard warning light signal on, and where it is not been provided or is out of order, to place an advance-warning triangle as provided for in chapter 10 of the present rules;

28.1.2. to take necessary measures in order to render medical assistance to those injured in the accident, to call emergency, and where this is impossible, to take care that a vehicle passing on the way would take the injured to the nearest medical establishment;

28.1.3. to notify the police of the accident;

28.1.4. to remain on the scene of the accident, to take measures in order to preserve its traces, to record the names and addresses of the witnesses who saw the accident;

28.1.5. if other vehicles cannot pass by, to free the carriageway having prior recorded in the presence of witnesses the situation and traces of the vehicle and objects involved in the accident;

28.1.6. upon the request of other participants of the accident, to submit personal documents and insurance documents stipulated by laws.

28.2.  In the case the accident occurred outside built-up area and it is impossible to call emergency for the injured or to take them to the medical establishment by means of other transport, the driver shall deliver the injured  to the nearest medical establishment on his own vehicle, give his surname, state registration number of the vehicle and return back to the site of the accident.

28.3. If there were no people injured in the accident and all road-users involved in it agree in estimating the circumstances of the accident, they shall be allowed to leave the site of the accident and without delay travel to the police subject to prior drawing a scheme of the accident (indicating a violation of the present rules, name and surname of the person who has made it) and signing under it.

28.4. Where only material damages have been caused in the accident and the persons to whom they were caused are absent, the drivers involved in the accident shall as soon as possible, personally or through the police, notify their surnames and addresses to the person who has suffered damage.

28.5. Road-users involved in the accident must not use alcohol or other intoxicating substances before the establishment of the circumstances of the accident.

 

29. Distinguishing signs of the vehicles

 

29.1. All motor vehicles and their trailers shall display on a due place a distinguishing sign of the state in which it is registered. Trolley-buses may bear written registration numbers.

29.2. State registration signs of the vehicle in the daytime shall be readable from the distance not less than 40 m, and the rear illumination shall be such as to allow reading it at night from the distance not less than 20 m. 

It shall be prohibited to cover number signs with protective materials, they must not be dirty or rusted.

29.3.  Motor vehicles registered in Lithuania and departing to other states as well as their trailers shall display a distinguishing sign of the Republic of Lithuania LT.

Vehicles arriving to Lithuania from other states shall display distinguishing signs of the states in which they were registered.

It shall be prohibited to use vehicles registered in the Republic of Lithuania with a distinguishing sign of another state.

29.4. A distinguishing sign of the combination of vehicles shall be displayed on goods vehicles and wheeled tractors with trailers, also on coupled buses and trolley-buses, above the front part of the cabin (bodywork) – three orange lamps displayed horizontally at the distance of 150-300 mm from one another, or an orange distinguishing sign of a form of the equilateral triangular (the length of the side 250 mm) illuminated from inside. The signs of the combination of vehicles shall be turned on in running mode, also when halted or parked on the road.

29.5. The distinguishing sign shall be displayed at the rear of the vehicle with studded tires – white equilateral triangle with a red rim and tire stud symbol in the middle. The length of the side of the triangle – 200-300 mm, the width of the rim – 1/10 of the length of the side. 

29.6. Square yellow distinguishing signs with a red rim and black symbol of the road sign “Children” shall be fitted to the front and rear of the vehicle carrying groups of children.

29.7. The vehicles driven by deaf-mute or deaf people shall be marked at the front and rear with a distinguishing sign of a circular form and 160 mm in diameter with three black small circles 40 mm in diameter displayed on the angles of the imaginary equilateral triangle with a vertex directed downwards.

29.8. Vehicles specially adjusted to handicapped people and driven by them may, subject to the permit issued by the road police, be marked at the front and rear with yellow square distinguishing signs “Invalid” bearing a black symbol of the road sign “Invalids”. The length of the side of the sign shall be 100 mm.

29.9. A white distinguishing sign of a form of the equilateral triangle with a red rim and letter “M” in the center shall be fitted at the front and rear of the motor vehicles used for learner-drivers. The length of the side of the triangle shall be 200-300 mm, the width of the rim – 1/10 of the length of the side. The distinguishing sign of the vehicles of the driving instruction schools shall be lighted up from inside.

29.10. A distinguishing speed-limit sign, which is attached to the left side of the rear shall be displayed on automobiles driven by drivers who don’t have two years driving experience, on vehicles carrying dangerous, heavy loads and loads exceeding permissible dimensions, also in cases when a maximum speed of the vehicle by design is less than established by the present rules; it shall have a shape of a coloured sign “Restricted speed” on which the permissible speed is identified. The diameter of the sign shall be 160-250 mm (depending upon the type of the vehicle), the width of the rim shall be 1/10 of the diameter of the sign.  

29.11. Extreme edges of the loads projecting more than 1 m beyond the front or rear of the dimensions of the vehicle or even minimally projecting laterally shall be marked with distinguishing signs – squares 400 mm in sides with alternating light reflecting diagonal white and red stripes 50 mm in the width. These signs shall be attached to the vehicle not lower than 0.4 m and not more than 1.6 m above the surface of the ground.

At night or in poor visibility, the lights shall be turned on in designated places – white lights at the front and red at the rear.

29.12. Vehicles carrying dangerous loads shall be marked with special danger warning signs pursuant to the requirements of the rules for transporting dangerous loads.

29.13. Vehicles which, when laden or unladden, exceed the length of 18.35 m shall bear a yellow sign of a shape of the rectangle measuring 1000 x 300 mm with a red rim of 40 mm in the width in the center of which a goods vehicle with a trailer is marked and the total length of the vehicle indicated. The sign shall be made of the light reflecting material.

29.14. Motor vehicles, except motor cycles without side-car, shall be equipped with an advance-warning triangle, an equilateral triangle with sides of 450-500 mm in length and produced from light reflecting material, or with a red winking lamp.

29.15. Every motor vehicle and its trailer involved in road traffic shall be marked with a sign of the prescribed shape evidencing that the state technical inspection has been carried out.

 

30. Requirements for the technical condition of motor vehicles

 

30.1. Technical condition and equipment of vehicles involved in road traffic shall be in compliance with the instructions of the vehicle manufacturers and other requirements in force in Lithuania.

30.2. It shall be prohibited to use motor vehicles if they are not registered or if the state technical inspection of the vehicles has not been carried out in the prescribed manner.

30.3. It shall be prohibited to use motor vehicles, mopeds, trailers in cases referred to in annex 3 to the present rules. Where breakdowns or conditions referred to in annex 3 occur while driving, the driver shall be obliged to eliminate them, and if this is impossible, to move on to the parking or repairs site exercising necessary care.

30.4. It shall be prohibited to install anti-radars or other technical devices inhibiting measuring of the speed or detecting speedometers.

30.5. It shall be prohibited to use vehicles which are adjusted for the movement on the right side of the road and bear a steering wheel on the right side, except those which have been registered in the Republic of Lithuania before 1 May 1993 or which belong to citizens who have arrived to Lithuania on temporary terms.

30.6. From the first of April to the first of November, it shall be prohibited to use vehicles with studded tires.

30.7. It shall be prohibited to travel further in a vehicle if:

30.7.1. the service brake does not function (the driver is not able to use it for the control of the vehicle);

30.7.2. the steering mechanism does not function (the driver is not able to use it for the control of the vehicle);

30.7.3. the coupling device between the vehicle and the trailer is not effective;

30.7.4. when snowing or in rain, the windscreen wiper on the side of the driver does not function;

30.7.5. at night or in poor visibility, neither of the front left side lamps (passing, fog, driving lamps) is functioning, and when at least one rear headlight is out of order, advance warning light signal does not function or there is no advance-warning triangle fastened to the rear of the vehicle.

 

31. Duties of officials and private persons

 

31.1. Officials (persons) responsible for the maintenance of roads, road constructions and their equipment shall maintain them in such a way as to ensure that their condition comply with the conformed traffic safety requirements.

31.1. The workers working on the road or by the road shall endeavour to mark the working places with necessary road signs, fencing and directing devices, and at night or in poor visibility, they shall provide signaling lights.

The workers present on the road not in vehicles or mechanism shall wear orange warning vests.

31.3. Officials and private persons shall coordinate with the road police:

31.3.1.  projects for constructing roads, road constructions and intersections and afforestation projects thereof;

31.3.2. works on the roads and at them;

31.3.3. installation of commercial, catering, other stations rendering services and communications, construction of roads and road buildings,

31.3.4. installation of technical means for regulating traffic (roads signs, traffic lights etc);

31.3.5. organization of mass and sports events on the roads;

31.3.6. production, processing of vehicles, installation of special sound and light signaling in them;

31.3.7. placing of slogans, posters, notice boards and other measures in built-up areas closer than 30 m from the road and not closer than 150 m outside built-up areas.

Annex 1 to Road Traffic Rules

 

Road signs

1. Warning signs

 

Warning signs shall warn the driver of a dangerous section of the road ahead of him on which while running it shall be necessary to take appropriate measures.

101. Level-crossing with barrier”. A level-crossing with the lifting gates.

102. “Level-crossing without barrier”. A level-crossing without the lifting gates.

103. “Swing bridge”. A swing bridge or a ferry.

104. “Quay”. Entry on to a quay or bank.

105. “Children”. A road section near the children establishment (school, play-ground and etc), where there may appear children in the carriageway.

106. “Road works”. A road section on which works are carried out. When the works are short-term, the sign may be placed at the distance of 10-15 m from the working place.

107. “Intersection”. Intersection with roads of equal importance.

108. “Intersection with a minor road”. The priority road is crossed by the minor road.

109. “Minor road on the right”. The priority road on the right is joined by the minor road.

110. “Minor road on the left”. The priority road on the left is joined by the minor road.

111. “Traffic in circle”. An intersection requiring the movement in a circle.

112. “Traffic lights”. An intersection, pedestrian crossing or a section of the road on which traffic is regulated by traffic lights.

113. “Right bend”.  A bend of the road of a small diameter or restricted visibility to the right side.

115 and 116. “Bends”. A section of road with bends of a small diameter or restricted visibility:

115 – with the first bend to the right , 116 – with the first bend to the left.

117. “Steep descent”.

118. “Steep ascent”.

119. “Slippery road”. A section of the road with carriageway which is more slippery than the one on the previous section.

120. “Uneven road”. A section of road with uneven parts of the carriageway (road ridges, dips, hump bridges etc).

121. “Gravel”. A section of the road with the improved paving on which gravel, road metal etc may be thrown up from under the wheels.

122. “Dangerous shoulder”. A section of road with unstable, dipped shoulder.

123. “Narrowing”. Narrowing of the carriageway on both sides.

124. “Narrowing on the right”. Narrowing of the carriageway on the right side.

125. “Narrowing on the left”. Narrowing of the carriageway on the left side.

126. “Two-way traffic”. Beginning of the section of the carriageway with the oncoming traffic.

127. “Pedestrian crossing”. A pedestrian crossing marked with indication signs “Pedestrian crossing” and (or) marking lines 1.13.1. – 1.13.3.  

128. “Pedestrians”. A section of the road on the carriageway (shoulder) on which  pedestrians walk across or along.

129. “Cycle track”. The road is crossed by a cycle track.

130. “Animals’ crossing”.

131. “Wild animals”.

132. “Falling rocks’. A section of the road on which there is danger from fallings, landslides, falling rocks.

133. “Cross-wind”.

134. “Aircraft”. A section of the road over which aircraft is taking off or landing.

135. “Traffic congestion”.  A section of road difficult to pass due to  congestion of vehicles.

136. “Many accidents”. A section of the road on which many accidents occur.

137. “Other dangers”. A section of the road on which there are dangers not notifed by other signs.

138. “One-track railway”. A level-crossing without the lifted barrier over the railway of one track. Fitted right before the level-crossing.

139. “Multi-track railway”. A level-crossing without the lifted barrier over the railway of two or more tracks. Fitted right before the level-crossing.

140-145.  “Approach to the level-crossing”. Warning of the approach to the level-crossing outside built-up areas. Signs 140 and 143 shall be placed farthest from the level-crossing, and signs 142 and 145 - closest to the level-crossing.

146. “”Direction of the turn to the right”; 147. “Direction of the turn to the left”. Signs 146 and 147 shall indicate traffic direction on the bend of the road of small diameter and poor visibility on the place of road repair or construction.

148. “Separating of traffic directions”. Direction of traffic on a T shape intersection, road branching or on the place of road repair or construction.

Warning signs 101-137 outside built-up areas shall be placed at a distance of 150-300 m, and in built-up areas at a distance of 50-100 m from the beginning of the dangerous section of the road. If necessary, said signs may be placed at another distance which in that case shall be indicated in panel 801 “Distance to the object”.

Where the signs are placed together with the panel 805 “Valid to the area ahead”, this panel shall indicate the length of the dangerous section, which begins after 50-100 m (in built-up areas) or after 150-300 m (outside built-up areas) from the point of placing the sign.

Signs 105-106 outside built-up areas shall be repeated. The second sign shall be placed not closer than 50 m from the dangerous section.

 

2. Priority signs

 

Priority signs shall indicate priority of crossing intersections, junctures of carriageways or narrow sections of the road.

201. “Priority road”. The road on which priority is given to cross unregulated intersections.

202. “End of priority road”. The end of the road marked with sign 201.

203.  “Intersection with the priority road”. The driver shall give way to vehicles moving along the crossed road, and in the presence of panel 842 “Direction of priority road”, to those moving along the priority road.

204. “Passing without stopping prohibited”. It shall be prohibited to pass without stopping before the stop line, and before the edge of the crossed carriageway where it is provided. The driver shall give way to vehicles going along the crossed road, and in the presence of panel 842 “Direction of priority road”, to those moving along the priority road. Where the sign is placed before the level-crossing or quarantine post, the driver shall stop before the stop line, and where it is not provided, before the sign.

205. “Priority of oncoming traffic”. It shall be prohibited to enter the narrow section of road where this would hamper the oncoming traffic. The driver shall give way to vehicles present on the narrow section or to vehicles which have approached it from another end.

206. “Priority in relation to oncoming traffic”. A narrow section of the road on which the driver moving along it shall have priority in relation to the oncoming traffic.

 

3. Prohibitory signs

 

Prohibitory signs shall prohibit something or cancel those prohibitions.

301. “No entry”. Entry for all vehicles, except passenger vehicles, shall be prohibited.

302. “No traffic”. Traffic of all vehicles shall be prohibited, except passenger cars and vehicles marked with a distinguishing sign “Invalid”.

303. “No traffic for motor vehicles”. Traffic of motor vehicles shall be prohibited, except motor cycles with side-cars, passenger and public service transport and vehicles marked with a distinguishing sign “Invalid”.

304. “No traffic for goods vehicles”.

It shall be prohibited to drive in goods vehicles and combinations of vehicles whose total mass exceeds 3.5 t or exceeds the one indicated on the sign, also by tractors and self-propelled vehicles, except public service transport.

305. “No traffic for motor cycles”. It shall be prohibited to drive in motor cycles, except public service transport.

306. “No traffic for tractors”. It shall be prohibited to go by tractors and self-propelled vehicles, except public service transport.

307. “No traffic for trailers”. It shall be prohibited to go by goods vehicles and tractors with trailers, also to use them for towing of the motor vehicles.

308. “No traffic for carts”. It shall be prohibited to go by carts (sledge), to saddle or herd animals.

309. “No traffic for cycles”. It shall be prohibited to go by cycles and mopeds.

310. “No walking”. It shall be prohibited to go for pedestrians on that side of the road on which the sign is placed.

311. “No traffic for vehicles with dangerous goods”.

It shall be prohibited to carry inflammable liquids, gas, radioactive, explosive and poisonous substances.

312 and 313. “No traffic for the denoted transport”.

The sign shall replace prohibitory signs placed several times and shall prohibit traffic for the same vehicles as do the signs whose symbols have been depicted. Sign 313 shall be used only in built-up areas.

314. “Restricted mass”. It shall be prohibited to go for vehicles, including combinations of vehicles having the total mass exceeding the one indicated on the sign.

316. “Restricted mass on the axle”. It shall be prohibited to go for vehicles having a mass on at least one axle exceeding the one indicated on the sign. 316. “Restricted height”. It shall be prohibited to go for vehicles having a height (with or without the load) exceeding the one indicated on the sign.

317. “Restricted width”. It shall be prohibited to go for vehicles having a width (with or without the load) exceeding the one indicated on the sign.

318. “Restricted length”. It shall be prohibited to go for vehicles, including combinations of vehicles, having a length (with or without the load) exceeding the one indicated on the sign.

319. “Restricted distance”. It shall be prohibited to go for vehicles keeping between them a distance which is less than indicated on the sign.

320. “Customs”. It shall be prohibited to pass without stopping at the customs control post. Further proceeding shall be allowed only with the permission of a customs official.

321. “Police”. It shall be prohibited to pass without stopping at the police control post. Further proceeding shall be allowed only with the permission of a police official.

322. “No turn to the right”; 323. “No turn to the left”. Signs 322 and 323 shall be valid for that junction of carriageways before which they are placed. They shall not be valid for passenger means transport. 

324. “No turning around”. Shall not be valid for passenger means of transport and shall not prohibit turning to the left.

325. “No overtaking”. It shall be prohibited to overtake moving vehicles, except single vehicles moving at a speed below 30 km/h.

It shall be prohibited for tractors to overtake any vehicle, except carts and cycles.

326. “End of prohibition to overtake”.

327. “Overtaking by goods vehicles prohibited”.

328. “End of prohibition to overtake for goods vehicles”.

329. “Speed limit”. It shall be prohibited to exceed speed limit (km/h) indicated on the sign.

330. “End of speed limit”.

331. “Use of audible warning devices prohibited”. Use of audible warning devices shall be prohibited, except to avoid an accident.

332. “Parking prohibited”. Parking and standing for vehicles shall be prohibited on the side of the road on which the sign is placed.

It shall not apply to passenger means of transport and vehicles marked by a distinguishing sign “Invalid”. If used in conjunction with a marking line 1.4., it shall apply to the end of that line.

333. “Standing prohibited”. Standing for the vehicles shall be prohibited on the side of the road on which the sign is placed. It shall not apply to vehicles marked by a distinguishing sign “Invalid” and to taxicabs with a taximeter switched on.

334. “Standing prohibited on odd number dates”. 335. “Standing prohibited on even number dates”. Signs 334 and 335 shall prohibit standing on odd or even days of the month accordingly on the side of the road on which such sign is placed.

Where the signs 334 and 335 are used in conjunction, the vehicles shall be removed from one side of the road to another between 7 p.m. and 9 p.m.

336. “End of restrictions”. It shall notify the place from which prohibitory signs having zonal validity (319, 325, 327, 329, 331 – 335) shall cease to apply.

Prohibitory signs having zonal validity shall apply as from the place they are displayed until the nearest intersection after the sign, and in built-up areas with no intersection, until the end of the built-up area.  

Validity of signs shall not cease at the points of exit from adjacent territories, neither on the field, forest or other minor roads on which there are no priority signs.

The zonal validity of signs may be restricted by inscriptions on additional plates below the signs specifying the length and direction of the zone or by placing road signs canceling appropriate restrictions.

Sign 329 placed before the built-up area marked by a sign 550, shall apply until that sign. Zonal validity of sign 329 may be restricted by setting up another sign 329 indicating another permissible driving speed.

 

4. Direction signs

 

401. “Ahead only”. It shall be allowed to move only ahead.

The sign placed at the beginning of the section of the road shall apply until the nearest intersection, it shall not prohibit turning right when wishing to enter the territories near the road. The sign placed before the intersection shall apply only on that juncture of carriageways before which it was placed.

Requirements of sign 401 shall not apply to passenger transport.

402. “Traffic to the right only”; 403. “Traffic to the left only”.

404. “Traffic straight ahead or to the right”; 405. “Traffic straight ahead or to the left”; 406. “Traffic to the right or to the left”. Signs 402-406 shall allow traffic only in the directions indicated by arrows.

Signs which permit turning to the left shall also permit turning around.

They shall be valid on the juncture before which they are placed.

Requirements of signs 402-406 shall not apply to passenger means of transport.

407. “Detour on the right”; 408.”Detour on the left”.

409. “Detour on the right or left”. Signs 407-409 shall indicate that driving around an obstacle shall be allowed only from the side indicated by the arrow (arrows).

410. “Traffic in circle”. Only movement in the direction of arrows shall be permitted.

411. “Cycle track”. Only cycle and moped traffic shall be permitted. No walking for pedestrians. Where the track goes along the carriageway of the road, pedestrians, cyclists and moped drivers shall be entitled to use it.

414. “Limited minimal speed”. It shall be allowed to go at a speed indicated on the sign or faster (km/h).

415. “End of the minimal speed limit”.

 

5. Indication signs

 

Indication signs shall establish or cancel certain traffic rules.

501. “Motorway”. A road on which traffic rules established for motorways shall apply.

502. “End of the motorway”.

503. “One-way traffic”. A road or carriageway on which traffic of all vehicles moves in one direction over the entire width.

504. “End of one-way traffic”.

505 and 506. “Entering a one-way traffic road”.

It shall indicate entering a one-way traffic road or carriageway.

507-512. “Traffic directions (direction) at intersections”. It shall indicate the number of lanes and directions in which it shall be allowed to travel on each lane. Where turning left is allowed, it shall be also allowed to turn around from the left side lane. Signs 508-512 shall be set up separately above each lane.

513. “Beginning of the lane on the right”. Additional lane on the ascent or the beginning of deceleration lane. Vehicles turning off the road shall change into the deceleration lane, vehicles proceeding uphill which cannot go faster than the one following them shall change into an additional lane.

514. “Beginning of the lane on the left”. Beginning of the additional lane on the carriageway on the left and the number of lanes for driving in that direction.

515. “End of the right lane”. End of the additional lane on the ascent or acceleration lane. The sign shall be placed at the distance of 50 m before the end of the lane.

516. “End of the left lane”. End of the lane positioned on left side of the carriageway. The sign shall be placed at the distance of 50 m before the end of the lane.

517-519. “Traffic directions on the lanes”. It shall indicate traffic directions on the lanes, and sign 519 – trajectory of driving as well. Sign 519 shall be placed before intersections, and signs 517 and 518 – behind them. The drivers shall not be allowed to enter the lane allotted to traffic in the opposite direction.

520. “Traffic directions and restrictions”. Requirements depicted on the prohibitory or direction sign shall apply to vehicles proceeding along that lane on the section until the nearest intersection.

521. “Beginning of the lane and restrictions”. Vehicles to which restrictions indicated on the sign apply shall have to change the lane selecting the one which has started.

522. “Traffic on the lanes”. It shall indicate that the side lane on the intersection is allotted to vehicles entering the road. The sign shall be posted before intersections.

523. “Lane for passenger means of transport”. It shall indicate a lane reserved only for passenger means transport proceeding in the same direction as the whole stream of vehicles.

524. “Road with a lane for passenger means of transport”. A road on which passenger means of transport shall move on a specially allotted lane opposite to the direction of traffic.

525 and 526. “Entry of the road with a lane for passenger means of transport”. It shall indicate entry of the road marked with sign 524.

527. “Place for turning around”. Turning around elsewhere than at the intersections.

528. “Parking place”. The place for parking the vehicles.

529. “Parking place for limited time”.  A place for parking on which standing of motor vehicles shall be permitted not longer than specified. The driver shall be entitled to mark the time of parking the vehicle in the manner laid down in chapter 16 of the present rules.

530. “Parking place for the time specified”. A parking place on which the vehicles shall be permitted to stand only at the time specified.

531. “Reserved parking place”. A parking place on which the vehicles shall be permitted to stand only subject to holding special police permits (permits shall be fastened behind the front screen. 

532. “Parking place and passenger means transport”. A parking place and a stop for passenger means of transport near it. Having left the vehicle to stand, it shall be possible to travel further by passenger means of transport.

533 and 534. “Pedestrian crossing”. The place for crossing the road.

535 and 536. “Underground pedestrian crossing”.

537 and 538. “Pedestrian crossing above the road”.

539. “Advisory speed”. The speed at which it shall be advisable to drive on the section of the road until the nearest intersection. Where the sign is placed in conjunction with a warning sign, advice shall apply for the dangerous section.

540. “Zone in which parking is prohibited”. For the specified period, and where the period is not specified, all 24 hours, it shall be prohibited for the vehicles to stand on all roads within the territory after the sign, except the places specially allotted to parking and signposted as such.

541. “Parking zone”. The vehicles shall be permitted to be parked on all the roads within the territory after the sign. Where the period is specified, the sign applies only for that time.

542. “Zone of limited speed”. It shall be prohibited to drive on all the roads within the territory after the sign faster (km/h) than indicated on the sign. Where the period is not specified, the sign shall apply only for that period.

543. “End of the zone in which parking is prohibited”; 544.

“End of the parking zone”; 545. “End of the zone of limited speed”.

Signs 543-545 shall denote a place starting from which requirements of signs 540-542 shall not apply.

546. “Tunnel”.  After the sign  (irrespective of the illumination of the tunnel), the driver of the motor vehicle shall turn on passing lights. It shall be prohibited to reverse, turn around or stop. Having stopped the traffic, the driver shall switch off the engine.

547. “End of the tunnel”. A place starting from which requirements of sign 546 shall not apply.

548. “Stop”. A bay to stop for passenger means of transport.

549. “Taxi stop”. The place to stop for passenger taxicabs.

550. “Beginning of built-up area”. The name and beginning of the built-up area in which requirements of the present rules establishing traffic rules in built-up areas shall apply.

551. “End of built-up area”. A place starting from which requirements of the present rules establishing traffic rules in built-up areas shall not apply.

552.  “Residential area”. Requirements of the present rules establishing traffic rules in residential areas shall not apply within the territory after the sign.

553. “End of residential area”. A place starting from which requirements of the present rules establishing traffic rules in residential areas shall not apply.

554. “Stop line”. Shall denote a place where vehicles shall stop at the prohibitory traffic light signal (signal given by an official directing traffic).

 

6. Information signs

 

Information signs shall notify built-up areas and other facilities located on the way.

601-603. “Advance direction arrow”. Traffic direction to built-up areas and facilities indicated on the sign. Route numbers, symbols of motorways, airports and other signs notifying traffic characteristics.  

Sign 601 shall be placed on motorways, sign 602 – on other roads outside built-up areas, and sign 603 – in built-up areas. If all facilities indicated on sign 603, which is set up in built-up areas, are outside built-up areas and they can be reached not by a motorway, the background of sign 603 shall be blue. 

An insertion of green colour on the sign of different ground shall indicate that a motorway needs to be taken for traveling to the object, the blue one, - another road outside built-up area. Signs shall be placed in advance, the distance to the intersection shall be indicated on the bottom of the sign.

604. “Advance direction arrow”. It shall be set up above the carriageway, set up on the places where big-sized signs 601-603 are not acceptable. The ground of the sign shall be the same as of signs 601-603.

605-607. “Direction arrow”. Traffic direction to built-up areas and facilities, and the distance. It shall be set up immediately before the intersection.

Sign 605 shall be placed where the motorway is used for proceeding in the indicated direction, sign 606 – another road outside built-up area, sign 607 – where the facility is in the same built-up area in which the arrow is placed.

Motorway, airport or other symbols can be depicted.

608. “Directions’ arrow”. It shall indicate several directions and distances;

it shall be used to indicate the driving direction ahead. The sign shall be placed immediately before intersections. Its ground shall be the same as of signs 605-607.

609. “Driving scheme”. Driving route, when manoeuvres on the intersection are prohibited, or a driving direction on a complex intersection.

610-612. “Driving direction ahead”, “Driving direction to the right”, “Driving direction to the left. An advisable driving direction for goods vehicles, tractors and self-propelled vehicles, when driving in one of the possible directions on the intersection is prohibited.

613-615. “Dead-end road ahead”, “Dead-end road to the right, “Dead-end road to the left”. The road along which there is no through-passage.

616. “Beginning of the built-up area”. The beginning and name of the built-up area in which requirements of the present rules establishing traffic rules in built-up areas shall not apply on that road.

617. “End of built-up area”. The end of the built-up area marked with sign 616 and the name of and distance to another built-up area.

618 and 619. “Name of facility”. The name of the river, lake or any other object, the name of administrative region (district) and the boundary.  Depending upon the place of setting up, the ground of the sign may be blue or  green.

620 and 621. “Name of the street”. Placed immediately before the intersection, sign 620 shall indicate the name of the traversing street.

622. “Arrow of distances”. Distances (in km) until the indicated built-up areas. Depending upon the place of setting up the sign, the ground of the sign may be blue or green.

623. “Speed limit arrow”. Information about maximum speed limits stipulated for some types of the vehicles in Lithuania’s built-up areas, outside built-up areas and motorways.

624 and 625. “Kilometres sign”. Distance from the beginning or end of the road. Sign 625 shall be set up in motorways, and sign 624 on other roads.

626. “Road number”. The number given to road (route).

The sign shall be set up after intersections. Signs of the green colour shall be set up in motorways, of the blue one – in other roads.

627. “Road number and direction“. The number and direction given to the road. It shall be placed immediately before intersections. Signs of the green colour shall be set up in motorways, of the blue one – on other roads.

628. “Detour (diversion) scheme”. It shall notify a temporarily closed section of the road and a detour route. It shall be set up immediately before intersections.

629-631. “Detour direction”. It shall notify the direction in which it is necessary to go round the temporarily closed section of road and inform the drivers of the beginning of the detour. Symbols of signs 613-615 shall specify which of the existing roads is closed for traffic. It shall be set up immediately before the intersection starting from which driving routes change due to the closed road. Further driving along the route shall be guided by signs 632-634.

632-634. “Detour direction”. It shall denote the driving direction of the vehicles detouring the section of road closed pursuant to signs 629-631. It shall be set up immediately before each intersection on the detour. The drivers who have not passed by any of the signs 629-631, shall be informed that they have moved over to the driving route of other vehicles and it shall be not necessary to observe signs 632-634.

635 and 636. “Arrow for changing lanes”. It shall indicate the driving direction on the roads with dividing strips.

 

7. Service signs

 

Service signs shall notify of the existing service facilities.

701. “Medical aid”. The place in which first medical aid is provided.

702. “Hospital”.

703. “Filling station”.

704. “Breakdown service”. Vehicles repairs workshop.

705. “Car Washing”.

706. “Telephone”.

707. “Dining-room”. Dining-room or restaurant.

708. “Cafeteria”. Refreshments or cafeteria.

709. “Hotel”.

710. “Camping site”. A camp for travelers and holiday-makers where they can hire summer-houses or tents.

711. “Caravan site”. A site for camping in campers and tents which have been drawn to this site .

712. “Picnic site”.

713. “Police”.

714. “Road police”.

715. “Toilets”.

716. “Swimming site”.

717. “Radio station”.  Wave frequency of the radio station providing information on traffic.

718. “Drinking water”.

719. “Customs”. A customs office situated not at the border.

720. “Airport”.

 

8. Additional panels

 

Additional panels supplement or restrict application of the signs with which they are used.

801-803. “Distance to the facility”. It shall show a direction and distance to the facility or beginning of the dangerous section of road. The direction of the facility (section) shown on the panel is forward.

804. “Distance to intersection”. It shall indicate the distance to the intersection before which the sign “No passing without stopping” is set up. It shall be used only in conjunction with the sign “Intersection with the priority road”.

805 and 806. “Zone of validity ahead”. These panels shall indicate the length of the zone of validity of the dangerous section of the road or other signs with which it is used after the sign. Panel 806 shall be used only with signs  prohibiting  standing or parking.

807. “Zone of validity ahead and back”. It shall inform the drivers of the presence of the signs in the zone of validity prohibiting standing or parking.

808. “End of the zone of validity”. It shall indicate the end of the zone of validity of the signs prohibiting standing or parking.

809. “Zone of validity to the right”; 810. “Zone of validity to the left”; 811. “Zone of validity in both directions”. Shall indicate the directions and length of the zone of validity of the signs prohibiting standing or parking, where it is prohibited to stand or park on one side of the square, along the front of the building etc.

812. “Direction of validity to the right”; 813. “Direction of validity to the left”; 814. “Directions of validity in both directions”. Shall indicate directions of validity of the signs set up immediately before the intersection, or a driving direction to the facilities situated right at the road.

815. “Goods vehicles”. The sign with which this panel is used shall apply for goods vehicles, including the ones with trailers the total mass of which does not exceed 3.5 t.

816. “Vehicles with trailers”. The sign with which this panel is used shall apply for motor vehicles with trailers, except motorcycles.

817. “Passenger cars”. The sign with which this panel is used shall apply for passenger cars and goods vehicles the total mass of which does not exceed 3.5 t.

818. “Buses”; 819. “Tractors”; 820. “Motorcycles”.

821. “Cycles”. It shall indicate the type of the vehicle to which this sign applies. The sign with the panel “Cycles” shall apply for cycles and mopeds.

822. “Non-working days”. It shall indicate that the sign applies only on Saturdays and Sundays, during state holidays and on days announced by the Government of the Republic of Lithuania as non-working days.

823. “Working days”. It shall indicate that the sign applies from Monday to Friday inclusively, except the days announced by the Government of the Republic of Lithuania as non-working days.

824. “Week-days”; 825. “Week-day”. Shall indicate the days of the week on which the sign applies.

826. “Period of validity”. It shall indicate that the sign applies every day during specified hours.

827. “Period of validity on non-working days”.

828. “Period of validity on working days”.

829. “Period of validity on week-days”. It shall indicate the days and the time for which the sign applies.

830. “Mode of standing”. It shall indicate that all vehicles must be parked on the carriageway along the pavement.

831-838. “Mode of parking passenger cars”. It shall indicate that parking is permitted only in the mode as shown and only for passenger cars without trail and for motorcycles. Where the vehicle is permitted to stand with all its wheels on the pavement, it shall be obligatory to stand right to the verge of the pavement.

839. “Parking with the engine switched off”. It shall indicate that parking on the place reserved for parking is permitted only with the engine switched off.

840. “Paid parking”. It shall indicate that it is necessary to pay for parking.

841. “Dangerous shoulder”. It shall warn that running on to the shoulder is dangerous. It shall be used with danger warning signs.

842. “The direction of priority road”. It shall indicate the direction of the priority road at the intersection. It shall be used in conjunction with signs “Priority road”.

“Real diagram of the intersection” shall be displayed on the panel. It can be used also together with signs “Intersection with minor road”.

843. “Direction of major road”. It shall indicate the direction of the major road on the intersection. It shall be used together with signs “Intersection with major road” or “Proceeding without stopping prohibited”.

An existing configuration of the intersection shall be displayed on the panel.

844. “The blind”. It shall indicate that blind people are using the pedestrian crossing. It shall be used in conjunction with danger warning and indication signs.

845. “Wet paving”. It shall indicate that the sign applies only if the paving of the carriageway is wet.

846. “Handicapped”. It shall indicate that the parking space is reserved only for the vehicles having a distinguishing sign “Handicapped” provided for by the present rules.

847. “Except handicapped”. It shall indicate that the sign does not apply for the vehicles having a distinguishing sign “Handicapped” provided for by the present rules.

848. “Icy road”. It shall indicate that thus marked section of the road is frequently slippery due to ice or snow.

849. “Natural gas”; 850. “Liquid gas”. It shall be used in conjunction with the sign “Filling station”.

851. “Types of fuel”. It shall be used in conjunction with the sign “Filling station” and shall indicate the types of fuel in the filling station.

Annex 2 to Road Traffic Rules

 

Road marking and its characteristics

1. Longitudinal marking

 

Longitudinal marking (lines, arrows, inscriptions and other symbols on the carriageway) shall establish a certain traffic regime and procedure.

Longitudinal marking is of the white colour, except yellow-couloured lines 1.4 and 1.9.

Longitudinal marking:

1.1 (a narrow continuous line) – it shall separate traffic flows of opposite directions and mark edges of traffic lanes on dangerous points of the road; It shall mark sections of the carriageway prohibited to be entered; it shall mark boundaries of the parking spaces of the vehicles and the edge of the carriageway on the roads which, pursuant to their traffic conditions, are not treated as highways;

1.2 (a broad continuous line) – it shall mark the edge of the carriageway on highways; it shall separate the lane of the carriageway reserved for passenger means of transport;

1.3. (a double continuous line) – it shall separate traffic flows of opposite directions on the roads having four or more traffic lanes;

1.4. (a yellow continuous line) – it shall mark the areas on which standing is prohibited. It shall be used separately or in conjunction with the sign  “No standing” and shall be painted along the edge of the carriageway on top of the curb of the street;

1.5. (a narrow broken line with short strokes and gaps between them which are three times the length of the strokes) – divides traffic flows of opposite directions on the roads having two or three lanes;

It shall mark boundaries of the traffic lanes where there are two or more lanes reserved for the movement in one direction;

1.6  (an approach line – a narrow broken line whose strokes shall be three times the length of the gaps) – it shall warn of the approach to the continuous marking line 1.1 or 1.0 which separate traffic flows of opposite or equal directions;

1.7 (a narrow broken line with short strokes and gaps of the same length) – it shall mark traffic lanes at the intersection;

1.8 (a broad broken line with short strokes and gaps which are three times the length of the strokes) – it shall mark boundaries between the acceleration and deceleration lines and the main lane of the carriageway (at intersections and different-level road junctures, zones of bus stops etc);

1.9 (a yellow broken line) – it shall mark places where standing is prohibited. It shall be used alone or in conjunction with the sign “No standing” and shall be painted along the edge of the carriageway or on top of the kerb of the street;

1.10 (thin continuous and broken lines laid out in parallel) – they shall separate traffic flows of the different or equal directions on the sections of the roads on which it shall be permitted to change only from one lane; they shall mark places allotted for turning around, entering parking sites and leaving them etc where there is only one-way traffic;

1.11 (a stop line) – it shall indicate the place where the driver should stop if necessary in the presence of the sign “No passing without stopping” or if the prohibitory traffic light signal appears (or is given by the person directing traffic); 

1.12. (a line consisting of triangles) – it shall show a place where the driver must stop if necessary and give way to vehicles proceeding along the traversing road.

1.13.1, 1.13.2 (“zebra”) – it shall mark unregulated pedestrian crossing; marking arrows 1.13.2 shall indicate the direction of pedestrian traffic;

1.13.3 (two parallel lines consisting of rectangles) – they shall indicate the pedestrian crossing on which traffic is directed by traffic light signals;

1.14 (two parallel lines consisting of squares) – they shall indicate the place where the cycle track intersects the carriageway;

1.15.1 – 1.15.3 (the space striped over) – it shall mark directional islands at places where transport flows diverge or merge;

1.16 (arrows) – they shall indicate permissible traffic directions on the lane. It shall be used alone or in combination with signs “Traffic directions at the intersection”, “Traffic direction at the intersection”; a dead-end sign shall be drawn in order to show that it is prohibited to turn to the nearest carriageway; a marking permitting to turn from the left side lane to the left shall also permit turning around;

1.17 (curved arrows) – they shall warn of the approach to the narrowing of the carriageway (the section on which the number of the traffic lanes of that direction decreases) or to the marking line 1.1 or 1.0 separating opposite traffic flows. 

In the first case, they may be used in conjunction with any of the signs “Narrowing”;

1.18 (triangle) – it shall notify the approach to the marking line 1.12;

1.19 (inscription “STOP”) – it shall notify the approach to the marking line 1.11 where it is used in conjunction with the sign “No passing without stopping”;

1.20 (letters and numbers) – they shall indicate the number (route) of the road; 

1.21 (letter A) – it shall mark the lane of the carriageway reserved only for passenger means of transport;

1.22 (a broad broken line consisting of strokes the length of which is equal to the length of the gaps between them) – it shall mark the lane of the carriageway reserved only for passenger means of transport at those points where it is permitted to enter (leave) it.

It shall be prohibited to intersect lines 1.1 – 1.3, except the cases where lines 1.1 and 1.2 are used to mark the edge of the carriageway.

It shall be permitted to intersect lines 1.5 – 1.8 on both sides.

It shall be permitted to intersect line 1.10 from the side of the broken line, as well as from the side of the continuous line, but only when finishing to overtake or turn round.

In cases when meanings of temporary road signs and marking lines contradict with one another, the drivers shall obey the signs.

 

2. Transverse marking

 

Transverse markings consisting of alternating white and black stripes on road constructions and elements of road equipment shall indicate their size and help to orientate.

Transverse marking:

2.1 (diagonal black and white stripes) – they shall mark vertical elements of road constructions (bridges, viaduct supports, back parts of fencings etc) when these elements pose danger to moving vehicles;

2.2 (vertical black and white stripes) – they shall mark the downward edge of bridge, viaduct, tunnel constructions;

2.3. (horizontal black and white stripes) – they shall mark round studs placed on dividing lanes or safety islands;

2.4. (a diagonal broad stripe) – it shall mark signal studs, barriers, fences supports etc;

2.5 (horizontal broad broken lines) – they shall mark lateral surfaces of fences on steep turns, steep descents and other dangerous sections;

2.6 (a horizontal continuous black line) – it shall mark lateral surfaces of fences on other sections of roads;

2.7 (a horizontal broken line with gaps twice the length of the line) – it shall mark street kerbs on dangerous sections and hump safety islands.

Annex 3 to Road traffic Rules

 

Conditions prohibiting use of vehicles

 

1. Brakes

 

1.1. Braking system construction has been modified, braking fluid, brake linkage and details which have not been foreseen for that make of the vehicle or which do not conform to the requirements of the manufactures are used.

1.2. Efficacy of the braking system does not conform to technical requirements.

1.3. Hydraulic braking system is not hermetic anymore.

1.4. Due to non-hermetic pneumatic braking system, when a compressor is switched off, the air compression decreases by 0.05 MPa (0.5 kG/cm2) in 30 minutes where braking control devices are not switched on, or in 15 minutes where braking control devices are switched on.

1.5. A manometer of the pneumatic braking system does not function.

1.6. Parking braking system mechanisms are not capable of holding the vehicle stationary on road gradients specified in technical requirements.

1.7. The total mass of the trailer (semi-trailer) without brakes exceeds 0.5 of the mass of the tractor.

1.8. Parking brake is inoperative.

 

2. Steering mechanism

 

2.1. Steerage gear free play exceeds the maximum meanings permissible by technical requirements.

2.2. Steering mechanism junctions between them and in relation to the bodywork (running gear, cabin, frame) of the vehicle slide more than prescribed by design; thread joints are not tight or are not capable of reliable holding.

2.3. Ineffective or removed power steering mechanism or damper (shock absorbers) prescribed by design.

2.4. Details of the steering mechanism have steering linkage distortion, other defects, also parts and fluids, which are not prescribed for the make of the vehicle or which do not conform to the requirements of manufacturers of vehicles, are used.

3. Outer light devices

 

3.1. The quantity of lamps, their types, display and the mode of switching them on does not conform to the requirements of the technical design, however:

3.1.1. motor cycles (mopeds) may have one fog lamp installed , and other vehicles – two. Fog lamps shall be set up not lower than 250 mm from the surface of the road, but not higher than lamps of the passing lights, at the equal distance from the longitudinal axle of the vehicle and not further than 400 mm from the side outer dimension;

3.1.2. it shall be permitted to install in the vehicles at the height of 400-1200 mm and not closer than 100 mm from stop signals one or two red light rear fog lamps;

3.1.3. fog lamps, rear fog lamps shall be lit on together with headlights and illumination of the number plate;

3.1.4. reversing lamps shall be of the white light and switch on automatically upon switching on a reverse gear;

3.1.5. it shall be permitted to install in a passenger car and bus, at the height of 1150-1400 mm, one or two additional stop signals of the red light;

3.1.6. it shall be permitted to install in the vehicles of the models and makes which are no longer produced outer light devices of other models and makes.

3.2. Outer light devices and reflectors do not function as prescribed, are improperly regulated or dirty.

3.3. There are no glass covers or the glass and lamps of the type which has not been approved are used.

 

4. Front windscreen wipers and washers

 

4.1. Windscreen wipers do not function as prescribed.

4.2. Windscreen washers do not function as prescribed pursuant to the design of the vehicle.

 

5. Tires

 

5.1. The tire thread wear of the passenger cars is less than 1.6 mm, of goods vehicles – less than 2 mm, of motor cycles and mopeds – less than 0.8 mm. The same norms of the tire thread pattern depth for the trailers shall be applied as for the tires of the trucks of the vehicles.

5.2. Tires in some places are damaged up to the cord (cut, torn etc), also carcass layers are loose, the tread or sides of the tire are broken off.

5.3. There are outside objects stuck between the dual wheels.

5.4. The size and the permissible load of the tire is not in conformity with the model of the vehicle.

5.5. On the wheels of one axle of the vehicle and on the wheels of doubled bridges there are diagonal tires together with radial tires, also tires with a different tread pattern.

5.6. On the wheels of the front axle of the intercity bus there are retreaded tires, and on other axles there are tires retreaded for the second time.

5.7. On the wheels of the front axle of the passenger car and bus (other than intercity bus) there are tires treaded for the second time.

5.8. Radial tires are used on the wheels of the front axle, and diagonal tires on the wheels of the rear axle.

 

6. Engine

 

6.1. There  are more hazardous substances in exhaust gas or the engine emits more smoke than permitted by norms.

6.2. Fuel system is not hermetic.

6.3. There is no radio treble (distortion) control.

6.4. A system for removing of the exhaust gas is out of order.

 

7. Other construction elements

 

7.1. There are no windows, rear-view mirrors prescribed by the design of the vehicle.

7.2. A sound signal does not function.

7.3. There has been installed additional equipment or decorative elements obstructing the driver’s view, reducing transparency of the windows, the windows are covered with tinted glass.

Transparent colour films may be attached on the upper part of the front windscreen. It shall be permitted to install such glasses of different shades the light refraction of which is in conformity with technical specifications. It shall be permitted to hang curtains over the windows of the buses.

7.4. Fixing devices of the bodywork or cabin, door locks, latches of the cargo platforms, sides, engine hood, tank and fuel tank pipes prescribed by design do not function, neither do driver’s seat adjustor, emergency pipes and their opening mechanisms, door opening device, speedometer, front windscreen heater and blower.

7.5. There are no mud flaps prescribed by design, the goods vehicle (trailer, semi-trailer) is not equipped by design with back and (or) side devices (bumpers, shields etc) protecting other road-users from getting under the bodywork.

7.6. The main axle shaft is broken.

7.7. There are no protective ropes (chains) of the coupling device of the vehicle and trailer prescribed by design or they are improperly used. Motorcycle linkage to sidecar is worn. 

7.8. Lacking devices:

a bus, passenger car and goods vehicle, tractor is not equipped with the first aid kit, fire extinguisher, advance warning sign (flashing red light);

there is no tire pressure in goods vehicles whose total mass exceeds 3.5 t and in buses whose total mass exceeds 5 t;

there is no first aid kit, advance warning sign (flashing red light) in a motor cycle with side-car.

The first aid kit and fire extinguisher shall be attached to those places which   have been foreseen by vehicles manufactures. If no places have been foreseen for them by design of the vehicle, the first aid kit and fire extinguisher shall be kept in easily accessible places (it shall be prohibited to keep the first aid kit and fire extinguisher in a boot of a car) . In a bus one fire extinguisher shall be kept in the driver’s cab, another one in the passenger compartment.

7.9. Flashing lights, variable sound signals, painting schemes of the vehicles  which do not belong to operative services are used.

7.10. There are no security belts in passenger cars, goods vehicles’ cabins and buses which are equipped with belt-fastening places and where their installation is prescribed by design of the vehicles.

7.11. Security belts are not fit for use, there are clearly visible tears of the belt.

7.12. Details of the body of other makes and models have been installed without obtaining an agreement from the organizations authorized to inspect the technical condition of the means of transport.

7.13. There are no outer body (cabin) parts or they or painted surfaces thereof are remarkably damaged.

7.14. The motor cycle without sidecar is not equipped with protective crash bars.

7.15. Mopeds and motor cycles do not have running boards and vertical passenger hand-grip at the seat prescribed by design.

7.16. There is no anti-theft device (steering lock, electronic starter control etc) which is used when the vehicle is left standing.
